Abstract

INDONESIA : Akses pendidikan tinggi merupakan suatu hal yang tidak semua orang dapat memiliki kesempatan yang sama. Berangkat dari hal tersebut perlu adanya solusi yang signifikan demi mengatasi masalah ini terkhususnya di Provinsi Jawa Barat. Oleh karena itu, Dinas Pendidikan Provinsi Jawa Barat menghadirkan Program Beasiswa JFLS (Jabar Future Leaders Scholarship) dalam rangka pemerataan akses pendidikan tinggi dan peningkatan sumber daya manusia di Provinsi Jawa Barat. Sehingga tujuan penelitian ini adalah untuk mengetahui pelaksanaan dari Program Beasiswa JFLS melalui pengevaluasian. Target utama dari program beasiswa JFLS adalah pemerataan akses pendidikan di 27 kota dan kabupaten di Jawa Barat, dimana masyarakat yang berprestasi dalam hal akademik maupun non-akademik berkesempatan untuk bisa berkuliah tanpa kendala biaya Dalam mengkaji permasalahan penelitian, peneliti menggunakan model evaluasi CIPP dari Daniel L. Stufflebeam. Evaluasi CIPP bertumpu kepada perspektif yang didasarkan kepada berhasilnya suatu program dipengaruhi oleh berbagai faktor, seperti tujuan program, karakteristik lingkungan, dan sarana dan prasarana, serta pelaksanaan program dari sisi prosedurnya. Dalam pembahasan evaluasi program, ada beberapa model yang dikemukakan oleh Daniel L. Stufflebeam yaitu context, input, process, product Penelitian dilakukan menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data yang digunakan yaitu observasi, wawancara, dokumentasi serta triangungasi data. Teknik analisis data yang digunakan adalah dari Creswell yang meliputi mengolah dan pengarsipan data, membaca seluruh data, memulai coding data, menerapkan proses coding, penyajian data, pembuatan interpretasi, dan pengevaluasian dimensi melalui parameter. Berdasarkan penelitian yang dilakukan menunjukan bahwa pengevaluasian CIPP dalam aktivitas bantuan pendidikan melalui Program Beasiswa JFLS sudah terlaksana cukup baik sesuai aturan serta kondisi di lapangan. Akan tetapi ada beberapa perbaikan yang perlu dilakukan. Seperti, inkonsistensi angka penerima serta belum meratanya akses pendidikan tinggi di setiap Kabupaten dan Kota di Provinsi Jawa Barat. ENGLISH : Access to higher education is something that not everyone can have the same opportunity. Departing from this, there needs to be a significant solution to overcome this problem, especially in West Java Province. Therefore, the West Java Provincial Education Office presents the JFLS Scholarship Program (West Java Future Leaders Scholarship) in order to equalize access to higher education and increase human resources in West Java Province. So the purpose of this study is to determine the implementation of the JFLS Scholarship Program through evaluation. The main target of the JFLS scholarship program is equal access to education in 27 cities and regencies in West Java, where people who excel in academic and non-academic terms have the opportunity to be able to study without cost constraints In reviewing research problems, researchers use the CIPP evaluation model from Daniel L. Stufflebeam. Evaluation of CIPP relies on a perspective based on the success of a program influenced by various factors, such as program objectives, environmental characteristics, facilities, and infrastructure, as well as program implementation in terms of procedures. In the discussion of program evaluation, there are several models proposed by Daniel L. Stufflebeam, namely context, input, process, product The research was conducted using a qualitative approach with a descriptive method. The data collection techniques used are observation, interviews, documentation, and data triangulation. The data analysis technique used is from Creswell which includes processing and archiving data, reading all data, starting data coding, applying the coding process, presenting data, making interpretations, and evaluating dimensions through parameters. Based on research conducted shows that the evaluation of CIPP in educational assistance activities through the JFLS Scholarship Program has been carried out quite well according to the rules and conditions in the field. However, there are some improvements that need to be made. Such as inconsistencies in the number of recipients and uneven access to higher education in every district and city in West Java Province.
