Abstract

INDONESIA : Penelitian ini dilatar-belakangi bahwa agama, negara dan masyarakat merupakan suatu kesatuan yang saling mengikat satu sama lain. Peranan agama dalam masyarakat di suatu negara sangat diperlukan untuk keselamatan masyarakat dan negaranya. Ulama memegang posisi penting dalam sejarah kemerdekaan Indonesia. Mereka rela mengorbankan waktu dan tenaga demi membela negara dan memajukan kesejahteraan rakyat. Salah seorang ulama sekaligus tokoh nasional KH. Noer Alie seorang ulama yang juga mendapat gelar pahlawan nasional pada 10 November 2006 lalu. Ketokohan KH. Noer Alie telah diakui oleh dunia internasional dan nasional, bahkan dia dijuluki sebagai “Singa Karawang-Bekasi” karena perjuangannya dalam merebut dan mempertahankan kemerdekaan dari tangan penjajah, serta berkiprah di dunia pendidikan dan sosial kemasyarakatan. Tujuan penelitian ini untuk mengetahui dan menganalisis tentang peranan dan upaya KH. Noer Alie dalam penguatan civil society, apa saja faktor pendukung dan penghambatnya, untuk kemudian menjabarkan sejauh mana relevansi antara agama, negara dan masyarakat dalam penguatan civil society, terutama dalam pengembangan pemberdayaan umat di Kabupaten Bekasi Provinsi Jawa Barat. Kerangka berpikir dalam penelitian ini mengacu pada teori relasi antara agama dan negara sebagai grand theory, teori agama dan perubahan sosial sebagai middle theory, dan teori peran sebagai aplied theory. Penelitian ini menggunakan pendekatan sosiologi dan sejarah. Metode penelitian bercorak deskriptif-analitis terhadap data penting atau naskah yang berhubungan lansung dengan masalah yang dikaji, yaitu berkenaan dengan peran dan kiprah KH. Noer Alie dalam pengembangan pemberdayaan umat. Hasil penelitian ini adalah: (1) agama menjadi kekuatan penggerak dalam pemberdayaan dan penguatan civil society yang bercirikan, antara lain, kesukarelaan (voluntary), keswasembadaan (self-generating), keswadayaan (self-supporting), kemandirian tinggi berhadapan dengan negara, dan keterikatan dengan norma-norma atau nilai-nilai hukum yang diikuti oleh masyarakat, dan (2) agama, yang dalam hal ini diperankan oleh tokoh agama KH. Noer Alie, menjadi perekat dari kohesivitas masyarakat yang menjadi syarat dalam pengembangan dan pemberdayaan civil society. Hal ini terlihat dari peran dan kiprah KH. Noer Alie di bidang pendidikan, sosial-keagamaan dan keikutsertaan KH. Noer Alie dalam memimpin dan memprakarsai berdirinya lembaga-lembaga pendidikan dan organisasi-organisasi kemasyarakatan seperti MUI Jawa Barat, Badan Kontak Kerjasama Pondok Pesantren se-Indonesia (BKSPPI) dan Islamic Centre Bekasi. ENGLISH : This research is based on the assumption that religion, state and society are a unity that binds each other. The role of religion in society in a country is indispensable for the safety of society and the country. Ulama holds an important position in the history of Indonesian independence. They are willing to sacrifice time and energy to defend the country and promote the welfare of the people. One of them is a cleric and national figure, KH. Noer Alie, a cleric who also received the title of national hero on November 10, 2006. Kiai Noer Alie's prominence has been recognized by the international and national worlds, and he was even dubbed the "Lion of Karawang-Bekasi" because of his struggle to seize and defend independence from the hands of the invaders, as well as taking part in the world of education and social affairs. The purpose of this research is to find out and analyze the role and efforts of KH. Noer Alie in strengthening civil society, what the supporting and inhibiting factors are, and then describe the extent of the relevance between religion, state, and society in strengthening civil society, especially in the development of community empowerment in Bekasi Regency, West Java Province. The framework in this research refers to the theory of the relationship between religion and the state as a grand theory, the theory of religion and social change as a middle theory, and role theory as an applied theory. This research uses sociological and historical approaches. The research method is descriptive-analytical on important data or manuscripts that are directly related to the problem under study, namely regarding the role and work of KH. Noer Alie in the development of community empowerment. The results of this study are: (1) religion becomes a driving force in the empowerment and strengthening of civil society, which is characterized by, among others, voluntary, self-generating, self-supporting, high independence vis-à-vis the state, and linkage with legal norms or values followed by the community, and (2) religion, which in this case is played by religious figure KH. Noer Alie, becomes an adhesive cohesiveness in the development and empowerment of civil society. This can be seen from the role and work of KH. Noer Alie in the fields of education, socio-religious, and KH. Noer Alie's participation in leading and initiating the establishment of institutions and community organizations such as the West Java MUI, the Contact Board for Islamic Boarding School Cooperation throughout Indonesia (BKSPPI), and the Bekasi Islamic Centre. "الدين وتقوية المجتمع المدني (دراسة حول دور كياهي الحاج نورعلي في تنمية الشعب في إقليم بيكاسي محافظة جاوى الغربية)". خلفية هذا البحث راجعة إلى أن الدين والدولة والمجتمع هي وحدة ترتبط بعضها ببعض، و أن دور الدين في المجتمع وفي بلد ما أمر ضروري للغاية لسلامة المجتمع والبلد، و العلماء لهم مكانة مهمة في تاريخ الاستقلال الإندونيسي، فإنهم على استعداد تام للتضحية بوقتهم وأنفسهم للدفاع عن البلاد وتعزيز رفاهية الشعب. ومن هذا المنطلق يرى هذا البحث الدور الذي لعبه أحد الشخصيات الوطنية وهو كياهي الحاج نور علي ، وهو العالم الذي حصل على لقب البطل القومي من الحكومة الإندونيسية في 10 نوفمبر 2006. وقد تم الاعتراف بشخصيته الفذة دوليًا ومحليًا ، حتى أنه أطلق عليه لقب "أسد كروانج - بيكاسي" بسبب كفاحه من أجل تحقيق الاستقلال الإندونيسي والحفاظ عليه من أيدي المستعمرين ، وكذلك فإن دوره البارز وجهوده الدؤوبة معروفة في مجال التربية والتعليم والشؤون السياسية والاجتماعية والغرض من هذا البحث هو للتعرف على دور كياهي الحاج نور علي وجهوده في تقوية المجتمع المدني ، فما هي العوامل الداعمة والمثبطة ، ليصل إلى معرفة مدى الصلة بين الدين والدولة والمجتمع في تقوية المجتمع المدني ، وخاصة في تطوير وتنمية المجتمع في إقليم بيكاسي محافظة جاوة الغربية. أما إطار التفكير لهذا البحث فهو يعتمد على نظرية العلاقة بين الدين والدولة باعتبارها النظرية الكبرى ، ونظرية الدين والتغير الاجتماعي باعتبارها النظرية الوسطى ، ونظرية الدور كنظرية تطبيقية. واستخدم هذا البحث المناهج الاجتماعية والتاريخية.أما طريقة البحث فهو بحث وصفي – تحليلي بحيث توضع جميع البيانات أو النصوص المهمة التي ترتبط ارتباطًا مباشرًا بالمشكلة قيد الدراسة ، وعلى وجه التحديد فيما يتعلق بدور كياهي الحاج نور علي في تطوير المجتمع وتنميته. أما نتائج هذه الدراسة هي أولا: يصبح الدين قوة دافعة في تعزيز وتقوية المجتمع المدني الذي يتميز بالتطوعي، والدعم الذاتي ، والاستقلال العالي في التعامل مع الدولة ، والتمسك والاحترام على المعايير أو القيم القانونية التي يتبعها المجتمع ، وثانيا: أن الدين ، والذي لعبه في هذه الحالة القائد الديني كياهي الحاج نور علي ، يصبح عنصرا فعالا في تنمية وتعزيز المجتمع المدني. ويمكن ملاحظة ذلك من الجهود التي بذلها كياهي الحاج نور علي في مجالات التعليم والشؤون الاجتماعية والدينية ودوره الملموس في مبادرة وإنشاء المؤسسات التعليمية والمنظمات الاجتماعية والدينية مثل مجلس العلماء جاوى الغربية، وهيئة التعاون بين المعاهد الإسلامية الاندونيسية ، والمركز الإسلامي ببيكاسي وغير ذلك من المؤسسات التعليمية والمنظمات الاجتماعية والدينية.
