Abstract
INDONESIA : Olahraga dinilai sebagai bagian dari kesejahteraan masyarakat yang dapat meningkatkan kualitas kehidupan. Pemerintah sangat menyadari tentang peran strategis olahraga sehingga menempatkan pembangunan keolahragaan sebagai bagian yang sangat penting. Pemerintah daerah provinsi Jawa Barat merespon dengan menetapkan kebijakan Peraturan Gubernur Jawa Barat Nomor 7 tahun 2018 tentang Sarjana Pendamping Penggerak Pembangunan Olahraga (SP3OR). SP3OR merupakan program eksternal utama pendukung pecapaian target realisasi indikator misi Dinas Pemuda dan Olahraga Provinsi Jawa Barat yakni Angka Partisipasi Masyarakat Berolahraga (APMO). Adapun dalam capaian target indikator misi DISPORA belum mencapai target realisasi yang ditetapkan. Maka diperlukan memaksimalkan peran Sarjana Pendamping Penggerakan Pembangunan Olahraga (SP3OR). Tujuan Penelitian ini yaitu untuk mengetahui evaluasi kebijakan program Sarjana Pendamping Penggerak Pembangunan Olahraga (SP3OR) pada Dinas Pemuda dan Olahraga Provinsi Jawa Barat. Teori yang digunakan oleh peneliti adalah teori William N Dunn mengenai kriteria dalam evaluasi kebijakan. Menurut Dunn (2018) terdapat enam kriteria evaluasi kebijakan yaitu efektivitas, efisiensi, kecukupan, perataan, responsivitas, ketepatan. Penelitian menggunakan metode penelitian deskriptif dengan pendekatan kualitatif dengan teknik pengumpulan data dilaksanakan melalui observasi, wawancara & dokumentasi. Adapun lokasi penelitian adalah pada Dinas Pemuda dan Olahraga Provinsi Jawa Barat. Berdsarkan hasil penelitian diketahui bahwa evaluasi kebijakan program Sarjana Pendamping Penggerak Pembangunan Olahraga (SP3OR) pada Dinas Pemuda dan Olahraga Provinsi Jawa Barat dalam prinsip efektivitas dan efisiensi sudah cukup efektif dan efisien. pada prinsip kecukupan belum optimal di karenakan kurangnya tenaga SP3OR yang diterjunkan langsung pada masyarakat Provinsi Jawa Barat. adapun, pada prinsip pemerataan terdapat ketidakmerataaan persebaran program manfaat yang didistribusikan program dirasa belum cukup merata. Selanjutnya, Prinsip responsivitas belum optimal dibuktikan dengan ketidaktercapaian target realisasi Angka Partisipasi Masyarakat dalam Berolahraga (APMO) dan Prinsip ketepatan sudah optimal program SP3OR dirasakan tepat untuk masyarakat Provinsi Jawa Barat. ENGLISH : Sports are considered as part of social welfare that can improve the quality of life. The government is very aware of the strategic role of sport so that it places sports development as a very important part. The local government of West Java province responded by establishing a policy of Governor of West Java Regulation Number 7 of 2018 concerning Associate Degree in Driving Sports Development (SP3OR). SP3OR is the main external program to support the achievement of the target of realizing the mission indicator of the West Java Province Youth and Sports Service, namely the Sports Community Participation Rate (APMO). As for the achievement of the target indicators, DISPORA's mission has not reached the target realization set. So it is necessary to maximize the role of the Undergraduate Associate in Driving the Development of Sports (SP3OR). The purpose of this study was to determine the policy evaluation of the Undergraduate Program Assistance for Sports Development (SP3OR) at the Department of Youth and Sports of West Java Province. The theory used by researchers is William N Dunn's theory regarding criteria in policy evaluation. Dunn (2018) there are six policy evaluation criteria, namely effectiveness, efficiency, adequacy, adequacy, responsiveness, accuracy. The research uses descriptive research methods with a qualitative approach with data collection techniques carried out through observation, interviews & documentation. The research location is at the Department of Youth and Sports of West Java Province. Based on the results of the research, it is known that the policy evaluation of the Undergraduate Program for Assisting the Driving of Sports Development (SP3OR) at the Youth and Sports Office of West Java Province in the principles of effectiveness and efficiency is quite effective and efficient. on the principle of adequacy has not been optimal due to the lack of SP3OR personnel who are deployed directly to the people of West Java Province. Meanwhile, on the principle of equity, there is an uneven distribution of benefit programs distributed by the program which is felt to be uneven. Furthermore, the principle of responsiveness has not been optimal, as evidenced by the failure to achieve the target for the realization of the Community Participation Rate in Sports (APMO) and the principle of optimal accuracy, the SP3OR program is felt to be appropriate for the people of West Java Province.
