Abstract

Education financing in reality is still not fully supported by all elements involved in education. Especially in non-formal religious education, namely diniyah takmiliyah. The limited financing budget owned by the institution has not been fully owned by the institution manager. The role of the government in formulating policies is very helpful for institutional managers in meeting direct costs and indirect costs to meet learning facilities and the implementation of activities. The role of the community is also important to be outlined in the policy, so that the implementation of policies formulated by the government can have an effect on each element playing a role in advancing diniyah takmiliyah education.The purpose of this study is to identify and analyze the policy content, policy environment, along with the challenges and obstacles faced in the implementation of the policy on financing diniyah takmiliyah education in Bogor Regency in Regional Regulation number 2 of 2019 concerning diniyah takmiliyah education. This research is based on the framework of education policy implementation theory. Merilee S. Grindle's theory explains that policy implementation will be determined by the policy itself in determining the content of the policy, and the policy environment or elements involved in the policy. Challenges and obstacles using Edwar III theory explain, in terms of communication, resources, disposition and organizational structure. This research uses a qualitative approach with an analytical descriptive method to analyze the information needs regarding the implementation of financing policies for diniyah takmiliyah education. Data collection techniques used observation, interviews and documentation. The results showed that: The content of the policy refers to the government's commitment to the provision of the education financing budget, the budget allocation of funds disbursed by the local government in line with the policy, the implementation of the realized program, the role of the elements involved in the implementation of the program, the program and the implementation of financing sourced from the community itself. The implementation environment is that the agencies or elements involved in the implementation of the program are carried out optimally, the local government and vertical agencies and partner organizations and the community in coordination have been well established, the local cultural context also influences policy implementation, and the creation of inclusive and fair policies so that people can access programs transparently. Challenges and obstacles to policy implementation, this was detected from discommunication from implementing elements, resources that were not optimal, and the existence of standard operational procedures that hindered program implementation.
