Abstract
INDONESIA : Penelitian ini bertujuan untuk melakukan evaluasi kinerja pegawai di Kantor Desa Cilangkap, Kecamatan Lengkong, Kabupaten Sukabumi dengan menggunakan pendekatan kualitatif dan teori Dessler sebagai kerangka pemikiran. Kinerja pegawai memainkan peran penting dalam mencapai efisiensi dan efektivitas pelayanan publik di tingkat desa. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara mendalam dengan sejumlah pegawai di Kantor Desa Cilangkap. Informasi tentang motivasi kerja, kompetensi, dukungan organisasi, dan lingkungan kerja dikumpulkan untuk menganalisis faktor-faktor yang mempengaruhi kinerja pegawai. Hasil penelitian menunjukkan bahwa kinerja pegawai di Kantor Desa Cilangkap memiliki kelebihan dan kelemahan. Berdasarkan teori Dessler, motivasi pegawai mempengaruhi tingkat kinerja. Beberapa faktor motivasi yang berperan adalah pengakuan atas prestasi kerja, kesempatan berkarir, dan lingkungan kerja yang kondusif. Selain itu, kompetensi pegawai juga memainkan peran penting dalam meningkatkan kinerja. Pelatihan dan pengembangan keterampilan yang sesuai dengan tugas-tugas di Kantor Desa Cilangkap dapat meningkatkan kompetensi pegawai dalam memberikan pelayanan kepada masyarakat. Dukungan organisasi dan sistem manajemen yang efektif juga berkontribusi terhadap kinerja pegawai. Dengan adanya dukungan yang memadai, pegawai dapat lebih termotivasi untuk bekerja dengan efisien dan efektif. Faktor lingkungan kerja, seperti atmosfer kerja dan relasi antar pegawai, juga memiliki dampak pada kinerja. Lingkungan kerja yang kondusif dapat meningkatkan produktivitas dan motivasi pegawai. Berdasarkan hasil evaluasi kinerja dengan pendekatan kualitatif dan menggunakan teori Dessler, disusunlah sejumlah rekomendasi untuk meningkatkan kinerja pegawai di Kantor Desa Cilangkap. Rekomendasi tersebut mencakup penerapan program pengakuan atas prestasi kerja, peningkatan pelatihan dan pengembangan kompetensi pegawai, perbaikan sistem manajemen, dan peningkatan kondisi lingkungan kerja. Diharapkan bahwa penerapan rekomendasi ini akan membawa perbaikan yang signifikan dalam kinerja pegawai di Kantor Desa Cilangkap, sehingga pelayanan publik di tingkat desa dapat lebih efisien dan berkualitas. Penelitian ini memberikan kontribusi bagi pengembangan ilmu administrasi publik, khususnya dalam konteks evaluasi kinerja pegawai di sektor pelayanan publik dengan pendekatan kualitatif. ENGLISH : This research aims to conduct an evaluation of employee performance at the Cilangkap Village Office, Lengkong District, Sukabumi Regency, using a qualitative approach and Dessler's theory as the theoretical framework. Employee performance plays a crucial role in achieving efficiency and effectiveness in public services at the village level. The research utilizes a qualitative approach with data collection techniques through in-depth interviews with several employees at the Cilangkap Village Office. Information regarding work motivation, competence, organizational support, and the work environment is gathered to analyze the factors influencing employee performance. The findings indicate that the performance of employees at the Cilangkap Village Office has both strengths and weaknesses. Based on Dessler's theory, employee motivation influences their performance. Several motivational factors, such as recognition of achievements, career opportunities, and a conducive work environment, play significant roles in shaping employee motivation. Furthermore, employee competence also plays a crucialrole in enhancing performance. Training and skill development aligned with the tasks at the Cilangkap Village Office can boost employee competence in delivering services to the community. Effective organizational support and management systems also contribute to employee performance. Adequate support motivates employees to work efficiently and effectively. Workplace factors, such as the work atmosphere and inter-personal relationships among employees, also impact performance. A conducive work environment can enhance productivity and employee motivation. Based on the evaluation of performance using the qualitative approach and Dessler's theory, several recommendations are proposed to improve employee performance at the Cilangkap Village Office. These recommendations include implementing programs to recognize employee achievements, enhancing training and competence development, improving management systems, and upgrading the work environment. It is hoped that the implementation of these recommendations will lead to significant improvementsin employee performance at the Cilangkap Village Office, resulting in more efficient and high-quality public services at the village level. This research contributes to the development of public administration, particularly in the context of evaluating employee performance in the public service sector using a qualitative approach.
