Abstract
The Garut Regency Council was established in 1925 as a local government institution responsible for regulating community life in the Garut Regency area. The establishment of the council was also followed by changes in the socio-political dynamics among the Garut people, especially the natives. At that time, the Garut natives experienced significant socio-political changes due to various factors, including the influence of Dutch politics, the struggle for nationalism, and also internal factors from the Garut people themselves. The purpose of this study is to explain the socio-political changes in the Garut indigenous community after the formation of the Garut Regency Council in 1925-1942, find out the factors that influenced the socio-political dynamics, and identify its impact on the social and economic aspects of the community. The method used is the historical research method including the stages: heuristics, criticism, interpretation, and historiography. The theory used is Structural-Functional Theory used to analyse the Socio-Political Dynamics of the Indigenous People in the Garut Regentschapsraad 1925-1942. The results showed that during the period 1925-1942, the Garut Regency Council became an important entity in the region's socio-political dynamics. The institution, which was under the control of the Dutch colonial government, had a central role in organising government, advancing the economy, and influencing socio-cultural changes. Important infrastructure such as roads and bridges were built through the Council's initiative programmes. Socio-cultural changes in Garut were influenced by factors such as education, culture, politics and religion. A number of factors influenced the socio-political dynamics of the Garut Regency Council in the period with full control by the Dutch government, various agendas in the Council's general assembly formed the framework for decision-making. Religion also played a significant role in politics, with the evolution of organisations such as the Indonesian Islamic Sarikat Party (PSII) from a trade union to a political organisation with elements of religious nationalism. Conflicts between modernist and traditionalist groups within the Muslim community also influenced socio-political dynamics. The post-formation impact of the Garut District Council covered a number of agendas including the budget, civil service co-operatives, and changes in government structure and public policy. The District Council's budget was once rejected due to a lack of austerity, especially in terms of personnel funds. Efforts to improve the accessibility of education and health facilities have also had a positive impact on community welfare. Although there is debate about the salary of lurahs who will be retired, efforts continue to be made to improve the welfare conditions of the community.
