Abstract
INDONESIA : Perkembangan teknologi informasi dan komunikasi telah mendorong perubahan dalam lingkungan kerja, termasuk di sektor pemerintahan. Dinamika kerja modern menuntut fleksibilitas yang lebih tinggi dalam pengaturan hari, jam, dan lokasi kerja guna meningkatkan produktivitas serta keseimbangan antara kehidupan kerja dan pribadi pegawai. Pemerintah Daerah Provinsi Jawa Barat telah mengadopsi konsep Dynamic Working Arrangements (DWA) sebagai bagian dari transformasi birokrasi yang lebih efisien dan inovatif. Penelitian ini bertujuan untuk menganalisis kepentingan yang terpengaruh, jenis manfaat, tingkat perubahan yang ditunjukan, tempat pengambilan keputusan, pelaksana program, sumber daya yang dilakukan, strategi aktor yang terlibat, karakter institusi rezim dan daya tanggap di Biro Organisasi Sekretariat Daerah Provinsi Jawa Barat. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Pengumpulan data dilakukan dengan cara observasi lapangan ke Biro Organisasi, wawancara yang dilaksanakan dengan pihak Biro Organisasi, dan dokumentasi di Biro Organisasi. Data yang diperoleh dianalisis melalui tiga tahap, yaitu reduksi data, di mana data yang telah dikumpulkan diseleksi, disederhanakan, dan difokuskan pada informasi yang relevan dengan penelitian; penyajian data, di mana data yang telah direduksi disusun secara sistematis dalam bentuk narasi deskriptif untuk memudahkan interpretasi; serta penarikan kesimpulan, di mana hasil analisis disajikan guna memperoleh pemahaman mendalam terkait implementasi Dynamic Working Arrangements (DWA) di Biro Organisasi Sekretariat Daerah Provinsi Jawa Barat. Berdasarkan hasil penelitian, implementasi Dynamic Working Arrangements (DWA) di Biro Organisasi telah berjalan dengan baik, didukung oleh kesiapan sumber daya manusia dan infrastruktur teknologi yang memadai. Mayoritas pegawai telah memiliki perangkat kerja dan literasi digital yang sesuai untuk mendukung pola kerja fleksibel. Faktor-faktor seperti dukungan pimpinan, kejelasan peran pelaksana, serta karakter institusional yang adaptif turut memperlancar proses implementasi. Meskipun demikian, dibutuhkan penguatan pada aspek regulasi teknis dan mekanisme evaluasi kinerja agar pelaksanaan Dynamic Working Arrangements (DWA) dapat semakin optimal dan berkelanjutan. ENGLISH : The development of information and communication technology has driven changes in the work environment, including in the government sector. Modern work dynamics demand greater flexibility in arranging work days, hours, and locations in order to increase productivity and balance between work and personal life of employees. The West Java Provincial Government has adopted the concept of Dynamic Working Arrangements (DWA) as part of a more efficient and innovative bureaucratic transformation. This study aims to analyze environmental conditions, inter-organizational relationships, resources, and the character of implementing institutions in the Organization Bureau of the West Java Provincial Secretariat. This study uses a qualitative method with a descriptive approach. Data collection was carried out by means of field observation to the Organization Bureau, interviews conducted with the Organization Bureau, and documentation at the Organization Bureau. The data obtained were analyzed through three stages, namely data reduction, where the data that has been collected is selected, simplified, and focused on information that is relevant to the research; data presentation, where the reduced data is systematically arranged in the form of descriptive narratives to facilitate interpretation; and drawing conclusions, where the results of the analysis are presented to gain an in-depth understanding of the implementation of Dynamic Working Arrangements (DWA) in the Organization Bureau of the West Java Provincial Secretariat. Based on the research results, the implementation of Dynamic Working Arrangements (DWA) in the Organization Bureau has been running well, supported by the readiness of human resources and adequate technological infrastructure. The majority of employees already have the appropriate work tools and digital literacy to support flexible work patterns. Factors such as leadership support, clarity of the role of the implementer, and adaptive institutional character also facilitate the implementation process. However, strengthening is needed in the technical regulatory aspects and performance evaluation mechanisms so that the implementation of Dynamic Working Arrangements (DWA) can be more optimal and sustainable.
