Abstract

INDONESIA: Kementerian Agama Kota Sukabumi memiliki peran strategis dalam membina kehidupan keagamaan masyarakat melalui penyuluh agama Islam sebagai agen moderasi beragama, terutama dalam menghadapi tantangan intoleransi dan radikalisme. Optimalisasi peran ini membutuhkan manajemen sumber daya manusia (MSDM) yang efektif, mulai dari tahap rekrutmen hingga evaluasi. Penyuluh agama dituntut untuk adaptif, inklusif, serta mampu memanfaatkan teknologi dalam menyampaikan pesan moderat demi memperkuat toleransi dan harmoni sosial. Penelitian ini bertujuan untuk mengetahui implementasi manajemen sumber daya manusia dalam optimalisasi peran penyuluh agama Islam sebagai agen moderasi beragama di Kementerian Agama Kota Sukabumi. Fokus penelitian mencakup aspek perencanaan dan rekrutmen, pelatihan dan pengembangan, serta manajemen kinerja. Kerangka berpikir penelitian merujuk pada teori Gary Dessler (2017) yang menjelaskan bahwa Manajemen Sumber Daya Manusia meliputi fungsi utama yaitu peran strategis dalam optimalisasi tugas penyuluh agama Islam sebagai agen moderasi beragama. Perencanaan SDM menjadi landasan untuk memetakan kebutuhan penyuluh di setiap wilayah, sementara rekrutmen dan seleksi memastikan individu yang terpilih memiliki kompetensi serta komitmen pada nilai-nilai moderasi. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan paradigma konstruktivisme dan metode studi kasus. Teknik pengumpulan data meliputi observasi, wawancara mendalam, dan dokumentasi yang relevan di Kementerian Agama Kota Sukabumi. Analisis data dilakukan melalui tiga tahapan, yaitu reduksi data, penyajian data, dan verifikasi data sehingga menghasilkan temuan yang valid dan komprehensif. Hasil penelitian menunjukkan bahwa implementasi MSDM di Kementerian Agama Kota Sukabumi telah dilaksanakan secara sistematis, mulai dari proses perencanaan dan rekrutmen, pelatihan serta pengembangan kompetensi, hingga evaluasi kinerja penyuluh. Rekrutmen mengikuti kebijakan pusat meskipun masih menghadapi tantangan teknis di tingkat daerah. Pelatihan dilakukan secara berkala untuk memperkuat kemampuan penyuluh dalam menyampaikan dakwah moderat yang sesuai dengan prinsip moderasi beragama. ENGLISH: The Sukabumi City Ministry of Religious Affairs plays a strategic role in fostering community religious life through Islamic religious instructors as agents of religious moderation, particularly in addressing the challenges of intolerance and radicalism. Optimizing this role requires effective human resource management (HRM), from recruitment to evaluation. Religious instructors are required to be adaptive, inclusive, and able to utilize technology to convey messages of moderation to strengthen tolerance and social harmony. This study aims to examine the implementation of human resource management in optimizing the role of Islamic religious instructors as agents of religious moderation at the Sukabumi City Ministry of Religious Affairs. The research focuses on planning and recruitment, training and development, and performance management. The research framework refers to Gary Dessler's theory (2017), which explains that Human Resource Management encompasses a primary function, namely a strategic role in optimizing the duties of Islamic religious instructors as agents of religious moderation. Human resource planning serves as the basis for mapping the needs of instructors in each region, while recruitment and selection ensure that selected individuals possess the competency and commitment to the values of moderation. The research method used is a qualitative approach with a constructivist paradigm and a case study method. Data collection techniques included observation, in-depth interviews, and relevant documentation at the Ministry of Religious Affairs in Sukabumi City. Data analysis was conducted in three stages: data reduction, data presentation, and data verification, resulting in valid and comprehensive findings. The results of the study indicate that the implementation of Human Resources Management (HRM) at the Ministry of Religious Affairs in Sukabumi City has been carried out systematically, from the planning and recruitment process, through training and competency development, to the evaluation of the performance of extension workers. Recruitment follows central government policies, although technical challenges remain at the regional level. Regular training is conducted to strengthen extension workers' abilities in delivering moderate da'wah (Islamic preaching) in accordance with the principles of religious moderation. keywords: Religious moderation agent; ministry of Religious affairs of Sukabumi city; human resource management; islamic Religious instructor.
