Abstract

INDONESIA : Pola konsumsi informasi masyarakat menjadi berubah karena perkembangan digital yang menyebabkan televisi sebagai media penyiaran informasi mengalami penurunan daya tarik. Kondisi tersebut menuntut lembaga penyiaran informasi untuk beradaptasi melalui media digital untuk mengelola komunikasi yang efektif dan menjaga hubungan baik dengan publik. TVRI Jawa Barat sebagai lembaga penyiaran publik memerlukan peran humas dalam menjaga keberlangsungan lembaga. Keberadaan divisi humas yang baru dibentuk pada tahun 2023 menjadi hal menarik untuk dikaji peranannya. Tujuan penelitian ini untuk mengetahui dan mendeskripsikan Humas TVRI Jawa Barat dalam menjalankan perannya menggunakan konsep Empat Peran Humas menurut Dozier and Broom yang meliputi humas sebagai penasihat ahli, fasilitator komunikasi, fasilitator pemecahan masalah, dan teknisi komunikasi. Metode yang digunakan yaitu pendekatan deskriptif kualitatif dengan teknik mengumpulan data melalui observasi, dokumentasi, dan wawancara mendalam dengan informan yang berkaitan dengan kegiatan kehumasan di TVRI Jawa Barat. Penelitian ini berpijak pada paradigma konstruktivisme untuk memahami bagaimana individu memaknai pengamalan mereka melaui kegiatan kehumasan. Hasi penelitian menunjukkan bahwa Humas TVRI Jawa Barat menjalankan peran sebagai penasihat ahli dengan memberikan masukan dan rekomendasi kepada Kepala Stasiun Jawa Barat mengenai permasalahan komunikasi. Peran fasilitator komunikasi berperan sebagai penyampai informasi, menjalin hubungan dengan publik, serta menampung aspirasi. Peran fasilitator pemecahan masalah, humas terlibat langsung bersama tim manajemen dalam merumuskan strategi hingga evaluasi dari solusi permasalahan atau isu melalui tahapan manajemen POAC (planning, organizing, actuating, dan controlling). Adapun peran teknisi komunikasi sebagai pengelola media sosial dan publikasi informasi. Keempat peran tersebut mendukung peningkatan pelayanan publik serta menjaga citra dan reputasi TVRI Jawa Barat sebagai Lembaga penyiaran publik. ENGLISH: The pattern of public information consumption has changed due to digital developments that have caused television as an information broadcasting medium to experience a decrease in attractiveness. This condition requires information broadcasting institutions to adapt through digital media to manage effective communication and maintain good relations with the public. TVRI West Java as a public broadcasting institution requires the role of public relations in maintaining the sustainability of the institution. The existence of the newly formed public relations division in 2023 is an interesting thing to study its role. The purpose of this study is to examine and describe how TVRI West Java’s public relations department fulfills its role using the Four Roles of Public Relations concept proposed by Dozier and Broom, which includes public relations as an expert advisor, a communication facilitator, a problem-solving facilitator, and a communication technician. The method used is a qualitative descriptive approach with data collection techniques through observation, documentation, and in-depth interviews with informants related to public relations activities at TVRI West Java. This research is based on the constructivism paradigm to understand how individuals interpret their practices through public relations activities. The results of the study show that TVRI West Java Public Relations carries out the role of an expert advisor by providing input and recommendations to the Head of West Java Station regarding communication problems. The role of communication facilitators plays a role as conveying information, establishing relationships with the public, and accommodating aspirations. The role of problem-solving facilitators, public relations is directly involved with the management team in formulating strategies to evaluating solutions to problems or issues through the POAC (planning, organizing, actuating, and controlling) management stages. The role of communication technicians is as a manager of social media and information publication. These four roles support the improvement of public services and maintain the image and reputation of TVRI West Java as a public broadcasting institution.
