ENGLISH : The policy of converting private madrasas to state ones has multidimensional implications for governance, human resources (HR), infrastructure and quality of education. This research aims to analyze the dynamics of post-conversion institutional transformation at MTsN 3 Tasikmalaya City, examine the influence of transformation on strengthening human resources and developing facilities and infrastructure, and evaluate the impact of transformation on improving the quality of education according to the SNP. This research integrates Kurt Lewin's Theory of Change, Juran's Quality Trilogy, and National Education Standards (SNP) as the main analytical framework. The approach used is qualitative with an intrinsic case study method at MTsN 3 Tasikmalaya City. The research results show that institutional transformation was successful through Kurt Lewin's three phases systematically. Post-conversion there was a significant increase in the frequency of teacher training, increasing drastically, the percentage of certified teachers reached 69.4%. The impact on the quality of education was very positive as exam scores increased from an average of 65.5 to 82.7, accreditation increased from B to A (score 95, SNP 97), and the number of PPDB registrants increased 55.6% in four years. The conversion of private madrasas to public ones has proven effective in encouraging institutional transformation and improving the quality of education on a sustainable basis, provided that they are supported by transformative leadership, participation of all stakeholders, and systematic quality cycle management.
