Abstract
INDONESIA: Masalah yang terjadi adalah kurangnya efektivitas pelayanan publik pada Kantor Distrik Karas Kabupaten Fakfak Provinsi Papua Barat dikarenakan banyaknya kendala yang dihadapi oleh staf kantor sendiri mengenai pemberian pelayanan terhadap masyarakat dan juga lingkungan yang kurang mendukung. Penelitian ini bertujuan untuk mengetahui efektivitas pelayanan publik yang diberikan terhadap masyarakat setempat pada Kantor Distrik Karas Kabupaten Fakfak Provinsi Papua Barat. Teori yang digunakan yaitu teori Efektivitas dari Sondang P. Siagian dalam 3 dimensi, faktor waktu, fakto kecermatan, faktor gaya pemeberian pelayanan. Dan Teori Pelayanan Publik dari H.A.S Moenir dalam 6 dimensi, faktor kesadaran, faktor aturan organisasi, faktor pendapatan, faktor kemampuan dan keterampilan, dan faktor sarana pelayanan. Metode yang digunakan oleh peneliti dalam melakukan penelitian ini yaitu menggunakan metode penelitian kualitatif dalam pendekatan deskriptif. Hasil penelitian dan kesimpulan mengenai efektivitas pelayanan publik pada Kantor Distrik Karas Kabupaten Fakfak Provinsi Papua Barat yaitu kurangnya efektivitas pelayanan publik terjadi karena sumber daya manusia yang masih strandar dalam pengetahuan maupun kemampuan tambahan, perlengkapan kantor seperti alat tulis kantor tidak tersedia, data-data masyarakat maupun data staf yang tidak tersedia, fasilitas kantor seperti listrik tidak tersedia, mesin genset sudah tidak layak pakai, komputer tidak layak pakai. Sehingga staf pun mengalami kesulitan dalam memberikan pelayanan dan masyarakat pun belum merasakan pelayanan yang efektif. Kata kunci : Efektivitas; Pelayanan Publik; Distrik Karas Kabupaten Fakfak. ENGLISH: The problem that occurs is the lack of effectiveness of public services at the Karas District Office of Fakfak Regency, West Papua Province due to the many obstacles faced by the office staff themselves regarding the provision of services to the community and also the environment that is less supportive. This study aims to determine the effectiveness of public services provided to the local community at the Karas District Office, Fakfak Regency, West Papua Province. The theory used is the effectiveness theory of Sondang P. Siagian in 3 dimensions, time factor, precision factor, service delivery style factor. And the Theory of Public Service from H. Moenir in 6 dimensions, awareness factors, organizational rules, income factors, ability and skill factors, and service facilities. The method used by researchers in conducting this research is using qualitative research methods in a descriptive approach. The results of the study and conclusions about the effectiveness of public services in the Karas District Office of Fakfak Regency, West Papua Province, namely the lack of effectiveness of public services occurred because of the still standard human resources in additional knowledge and capabilities, office equipment such as office stationery not available, community data or staff data that is not available, office facilities such as electricity are not available, generator sets are not suitable for use, computers are not suitable for use. So that the staff also experienced difficulties in providing services and the community did not feel effective service
