Abstract

INDONESIA: Dalam Mengurangi Jumlah Pengangguran di Kota Bandung”. Latar belakang yang mendasari penulisan skripsi ini adalah adanya indikasi masalah, bahwa efektivitas mengenai program pelatihan dan produktivitas dalam mengurangi jumlah pengangguran di Kota Bandung belum optimal. Adapun tujuan penelitian ini adalah menganalis, mengkaji dan mengetahui bagaimana efektivitas program dan pelatihan dilakukan. Dalam pengukuran variabel efektivitas program, penulis menggunakan teori efektivitas program yang digunakan untuk mengukur efektivitas adalah ketepatan sasaran program, sosialisasi program, tujuan program, dan pemantauan program. Metode penelitian yang digunakan adalah penelitian kualitatif dengan teknik mengumpulan data dengan cara observasi langsung, wawancara, studi kepustakaan dan dokumentasi. Teknik analisis data yang digunakan terdiri dari lima kegiatan, yaitu: analisis sebelum dilapangan, analisis selama dilapangan, reduksi data, penyajian data, dan menarik kesimpulan. Hasil penelitian menunjukan bahwa berdasarkan empat dimensi dari efektivitas program pada umumnya sudah berjalan dengan baik, dimana tujuan dari pelatihan adalah memberikan bekal kepada peserta untuk mampu bekerja dan membuka lapangan usaha sendiri berupa wirausaha. Dari beberapa peserta pelatihan sudah ada yang memulai membuka usaha sendiri meskipun ada masalah dalam permodalan. tetapi hal ini tidak menutup kemungkinan mereka dalam menjalankan usahanya, karena pihak Dinas Tenaga Kerja Kota Bandung telah bekerja sama dengan beberapa instansi untuk memberikat modal berupa perkreditan bagi wirausaha yang sungguh-sungguh ingin menjalankan usahanya. Secara umum program pelatihan dan produktivitas Dinas Tenaga Kerja Kota Bandung sudah bekerja dengan efektif. ENGLISH: The background underlying this thesis is an indication of the problem, that the effectiveness of training programs and productivity in reducing the number of unemployed people in the city of Bandung is not optimal. The purpose of this study is to analyze, review and find out how the effectiveness of programs and training is carried out. In measuring program effectiveness variables, the authors use the theory of program effectiveness used to measure effectiveness is the accuracy of program targets, program socialization, program objectives, and program monitoring. The research method used is qualitative research with techniques for collecting data by direct observation, interviews, literature studies and documentation. The data analysis technique used consists of five activities, namely: analysis before the field, analysis during the field, data reduction, data presentation, and drawing conclusions. The results of the study show that based on the four dimensions of program effectiveness in general it has been going well, where the purpose of the training is to provide provisions for participants to be able to work and open their own business field in the form of entrepreneurship. Some trainees have already started to open their own businesses even though there are problems in capital. But this does not rule out the possibility of them running their business, because the Bandung City Manpower Office has collaborated with several agencies to tie up capital in the form of credit for entrepreneurs who really - really want to run his business. In general the training and productivity programs of the Bandung City Manpower Office have worked effectively.
