Abstract

More than 17 billion plastic bags were distributed by supermarkets around the world. Therefore, the Bandung City Government has established Regional Regulation Number 17 of 2012 concerning Reducing the Use of Plastic Bags as a form of prevention, mitigation and control of Bandung City environmental pollution caused by garbage, especially plastic bag waste. The purpose of the research carried out is to determine coaching and supervision, the factors that become obstacles in policy implementation and to find solutions that can solve obstacles in implementing policies to reduce the use of plastic bags in Bandung City. The author uses the theory of Policy Implementation from George C. Edward III (2017) which states that policy implementation is influenced by several factors, namely communication, resources, disposition and bureaucratic structure. The method used in this research is a qualitative method using a descriptive approach. The data collection techniques used were observation and interviews with 4 informants. The data analysis techniques used in this study were data reduction, data presentation and conclusion drawing. The implementation of the policy to reduce the use of plastic bags at supermarkets in Bandung is quite good, but there are also some things that are not optimal in implementing the policy. In terms of communication, it has been carried out properly. In terms of resources, the parties concerned are not maximal in implementing policies. In terms of the disposition of the party concerned it is quite appropriate in carrying out the policy. Then in terms of the bureaucratic structure of the parties concerned it is sufficient in carrying out the policy.
