Abstract
Abstrak Kementerian Agama bertanggung jawab dalam menyelenggarakan urusan pemerintah di bidang keagamaan untuk membantu presiden dalam menjalankan pemerintahan negara, yang termasuk dalam hal proses penyelenggaraan haji. Proses penyelenggaraan haji sangat spesifik dan kompleks, sehingga penyelenggaraan haji membutuhkan koordinasi yang baik, yang menjadi tanggung jawab Kementerian Agama. PPIH Ketua Kloter, PPIH Pembimbing Ibadah, serta PPIH Arab Saudi di Kantor Kementrian Agama Kota Bandung merupakan bagian terpenting karena tugas dan fungsi menentukan kelancaran ibadah haji setiap tahunnya. Oleh karena itu, dalam rangka meningkatkan kualitas petugas haji, perlu merekrut petugas haji yang terukur, amanah dan akuntabel. Tujuan penulisan skripsi ini adalah untuk memahami pola rekrutmen yang merujuk pada persiapan, proses dan hasil rekrutmen calon Petugas Penyelenggara Ibadah Haji khususnya di Kota Bandung. Teori yang digunakan didasarkan kepada teori menurut Sadili Samsudin dalam buku Manajemen sumber daya manusia yang menyatakan bahwa rekrutmen karyawan merupakan proses perencanaan perusahaan dalam mencari tenaga kerja yang kualifaid untuk mengisi jabatan atau posisi tertentu dalam perusahaan. Agar pola rekrutmen berjalan dengan lancar, merujuk pada proses rekrutmen, persyaratan rekrutmen, sumber rekrutmen, metode rekrutmen. Metode yang digunakan dalam penelitian ini adalah metode deskriptif dengan pendekatan kualitatif. Langkah-langkah penelitian yang ditempuh yaitu : menentukan objek penelitian, menentukan metode penelitian, menentukan jenis dan sumber data, menentukan teknik pengumpulan data dengan Observasi; wawancara; dan dokumentasi, kemudian mengolah dan menganalisis data. Dan hasil dari penelitian ini diketahui bahwa pola rekrutmen Petugas Penyelenggara Ibadah Haji (PPIH) di Kantor Kementrian Agama Kota Bandung telah berjalan dengan baik, walau dalam keadaan adanya covid-19. Proses rekrutmen berjalan dengan lancar karena sebelum melakukan rekrutmen petugas haji, Kementerian Agama Kota Bandung telah merencanakan secara matang, guna memastikan calon petugas haji memenuhi kualifikasi dan persyaratan kualitas dan kuantitas. Process Hajj organization is very specific and complex, so that the implementation of Hajj requires good coordination, which is the responsibility of the Ministry Religion. PPIH Chair of the Group, PPIH Worship Supervisor, and PPIH Saudi Arabia in The Bandung City Ministry of Religion is the most important part because duties and functions determine the smooth running of the pilgrimage every year. Therefore Therefore, in order to improve the quality of Hajj officers, it is necessary to recruit Hajj officers measurable, trustworthy and accountable. The purpose of writing this thesis is to understand the recruitment patterns that refers to the preparation, process and results of the recruitment of prospective Organizing Officers Hajj, especially in the city of Bandung. The theory used is based on the theory according to Sadili Samsudin in the human resource management book which states that recruitment employee is the company's planning process in finding workers qualified to fill certain positions or positions in the company. So that recruitment pattern runs smoothly, refers to the recruitment process, requirements recruitment, recruitment sources, recruitment methods. the method used in this research is descriptive method with a qualitative approach. The research steps taken are: determine the object of research, determine the research method, determine the type and data sources, determine data collection techniques by Observation; interview; and documentation, then processing and analyzing the data. And the results of this study are known that the recruitment pattern of officers Organizers of Hajj (PPIH) at the Office of the Ministry of Religion of the City of Bandung has been going well, even in a state of covid-19. Process recruitment went smoothly because before recruiting officers Hajj, the Ministry of Religion of the City of Bandung has planned carefully, in order to ensure that prospective hajj officers meet the qualifications and quality requirements and quantity.
