Abstract

INDONESIA : Bangunan gedung hijau adalah bangunan gedung yang bertanggung jawab terhadap lingkungan dan sumber daya yang efisien dari sejak perencanaan, pelaksanaan kontruksi, pemanfaatan, pemeliharaan, sampai dekontruksi. Di mana Pemerintah Kota Bandung menerapkan konsep bangunan gedung hijau ini disesuaikan dengan kondisi masyarakat baik secara ekonomi maupun sosial budaya. Demikian ditetapkan Peraturan Walikota Bandung Nomor 1023 Tahun 2016 Tentang Bangunan Gedung Hijau. Penelitian ini bertujuan untuk mengetahui bagaimana implementasi Peraturan Walikota Bandung Nomor 1023 Tahun 2016 Tentang Bangunan Gedung Hijau. Penelitian menggunakan model implementasi kebijakan dari George Edward III, dimana dalam implementasi kebijakan terdapat 4 variabel ataupun dimensi yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Model sistem ini berusaha menggambarkan senyatanya yang terjadi dalam implemntasi di lapangan. Metode Penelitian yang digunakan dalam penelitian ini adalah metode penelitian kualitatif dengan desain deskriptif. Penelitian deskriptif adalah penelitian yang bertujuan untuk melukiskan secara sistematis fakta atau karakteristik populasi tertentu atau bidang tertentu secara faktual dan cermat. Pengumpulan data dilakukan degan teknik observasi, wawancara dan dokumentasi. Analisis data menggunakan model analisis dari Miles and Huberman yang terdiri dari pengumpulan data, reduksi data, penyajian data, dan verifikasi data. Hasil analisis menunjukkan bahwa terdapat masalah dalam implementasi Peraturan Walikota Bandung Nomor 1023 Tahun 2016 tentang Bangunan Gedung Hijau, dimana diantaranya minimnya sumber daya manusia yang memiliki kapabilitas, kesadaran masyarakat yang masih minim tentang manfaat dari konsep Bangunan Gedung Hijau yang dapat dilihat pada yang tidak ditemukan dokumen atau tidak sesuai dengan ketentuan IMB (Izin Mendirikan Bangunan) sebanyak 183 atau sekitar 49,60% pada tahun 2017, Kurangnya sumber daya manusia (SDM) yang memiliki kapabilitas dalam teknis Mekaikal Elektrikal, serta lambatnya perumusan SOP sebagai pendukung kebijakan. Namun beberapa upaya dilakukan agar pelaksanaan Peraturan ini terus meningkat seperti (a) Persyaratan Penyediaan Izin Mendirirkan Bangunan (IMB) besereta user gateline, (b) Melakukan evaluasi monitoring, workshop, dan FGD (Focus Group Discussion) bersama Asossiasi Arsitektur, (c) Menetapkan insentif , dan (d) Memasukan tools di daftar ceklis SLF (Sertifikat Laik Fungsi) dan mengadakan SLBP (Surat Lisensi Bekerja Perencana). ENGLISH : Green buildings are buildings that are responsible for the environment and efficient resources from the time of planning, construction, utilization, maintenance, to deconstruction. The Government of Bandung City applies the concept of green building construction is adapted to the conditions of the community both economically and socio-culturally. Thus, Bandung Mayor Regulation Number 1023 of 2016 was established about Green Buildings. This study aims to determine how the implementation of Bandung Mayor Regulation Number 1023 of 2016 about Green Building. The study uses a policy implementation model from George Edward III, where in policy implementation there are 4 variables or dimensions called: communication, resources, disposition, and bureaucratic structure. This system model tries to describe the reality that occurs in the implementation in the field. The research method used in this study is a qualitative research method with descriptive design. Qualitative descriptive research is research that aims to systematically describe the facts or characteristics of certain populations or certain fields factually and accurately. Data collection is carried out with observation, interview and documentation techniques. Data analysis uses an analysis model from Miles and Huberman consisting of data collection, data reduction, data presentation, and data verification. The results of the analysis show that there are problems in the implementation of Bandung Mayor Regulation Number 1023 of 2016 about Green Buildings, wherein among them the lack of human resources who have capabilities, public awareness is still minimal about the benefits of the Green Building concept that can be seen in the documents that are not found or not in accordance with the Building Permit provisions (IMB) of 183 or around 49.60% in 2017, Lack of human resources (HR) who have the capability in technical Electrical Mechanic, as well as the slow formulation of Standard of operations as supporting policies. However, several attempts were made so that the implementation of this Regulation continues to increase, such as (a) Requirements for Provision of Building Permit (IMB) along with gateline user, (b) Evaluating monitoring, workshops, and FGD (Focus Group Discussion) together with Architectural Association, (c) Establishing incentives, and (d) Inserting tools in the SLF checklist (Certificate of Eligibility for Functions) and holding SLBP (Work Planning License).
