Abstract
INDONESIA : Peraturan presiden Nomor 95 Tahun 2018, pemerintah memberikan strategi pengelolaan peningkatan inovasi data atau Revolusi industri 4.0. tentang Sistem Pemerintahan Berbasis Elektronik (SPBE) yang bertujuan untuk memberikan penyelenggaraan pelayanan publik yang bersih, efektif, transparan, dan akuntabel serta pelayanan publik yang berkualitas dan terpercaya. Otoritas publik juga telah memberikan strategi E-Government melalui Pedoman Resmi beberapa waktu sebelum pengaturan Sistem pemerintahan berbasis elektronik (SPBE) muncul. UU No. 3 Tahun 2003, yang mengatur tentang Kebijakan dan strategi nasional untuk Kemajuan E-Government, UU Nomor 25 Tahun 2009, yang mengatur tentang pelayanan publik. Selain itu, dari Peraturan Presiden (Perpres) Nomor 81 Tahun 2010 tentang Grand Desaign Reformasi Birokrasi. Digitalisasi telah merevolusi teknologi komunikasi dan informasi organisasi publik termasuk Kantor Urusan Agama. namun revitalisasi oleh Kementerian Agama belum merata keseluruh Kantor Urusan Agama, akibatnya pelayanan digital Kantor Urusan Agama Kecamatan Cicalengka belum sepenuhnya berjalan sesuai yang diharapkan. Penelitian ini bertujuan untuk menjelaskan bagaimana Digitalisasi Pelayanan Publik Pada Penggunaaan Aplikasi Sistem Informasi Wakaf (SIWAK) di KUA Kecamatan Cicalengka menggunakan analisis teori (Rahmayanty, 2020) yaitu Regulasi Layanan, Penyedia Layanan, Tim Pengarah Layanan Sederhana ,Murah ,Cepat dan Bermanfaat, Budaya layanan. Metode Penelitian yang digunakan adalah kualitatif dengan pendekatan deskriptif. Pengumpulan data dilakukan dengan cara Observasi,wawancara, dan dokumentasi untuk menjawab tujuan penelitian. Teknik analisis data yang digunakan peneliti yaitu reduksi data,penyajian data , verifikasi dan kesimpulan. Hasil Penelitian Menunjukan bahwa Kantor Urusan Agama Kecamatan Cicalengka telah melaksanakan tugasnya dengan baik dalam mengimplementasikan digitalisasi Pelayanan publik pada penggunaan sistem Informasi wakaf (SIWAK) telah menjalankan regulasi layanan yang sesuai, pelayanan digital di Kantor Urusan Agama Kecamatan Cicalengka, terutama dalam hal perwakafan, masih dapat ditangani dengan baik meskipun terbatasnya infrastruktur teknologi. Meskipun demikian, pihak Kantor Urusan Agama tetap berupaya memberikan pelayanan yang memadai sesuai dengan kemampuan dan sumber daya yang tersedia, memiliki budaya pelayanan yang baik kepada masyarakat. Upaya-upaya terus dilakukan untuk meningkatkan infrastruktur teknologi, pengawasan, dan budaya pelayanan agar dapat terus meningkatkan kualitas layanan yang diberikan. ENGLISH : Presidential Regulation Number 95 of 2018, the government provides a management strategy for increasing data innovation or the Industrial Revolution 4.0. regarding the Electronic-Based Government System (SPBE) which aims to provide clean, effective, transparent and accountable public service delivery as well as quality and reliable public services. Public authorities have also provided E-Government strategies through Official Guidelines some time before the electronic-based governance system (SPBE) arrangements emerged. UU no. 3 of 2003, which regulates national policies and strategies for the Advancement of E-Government, Law Number 25 of 2009, which regulates public services. In addition, from Presidential Regulation (Perpres) Number 81 of 2010 concerning the Grand Design of Bureaucratic Reform. Digitalization has revolutionized the communication and information technology of public organizations including the Office of Religious Affairs. however, the revitalization by the Ministry of Religion has not been evenly distributed throughout the Office of Religious Affairs, as a result the digital services of the Office of Religious Affairs of the Cicalengka District have not fully run as expected. This study aims to explain how the Digitalization of Public Services in the Use of the Waqf Information System Application (SIWAK) in the KUA of Cicalengka District uses theoretical analysis (Rahmayanty, 2020), namely Service Regulations, Service Providers, Service Steering Teams Simple, Cheap, Fast and Useful, Service Culture. The research method used is qualitative with a descriptive approach. Data collection was carried out by means of observation, interviews, and documentation to answer research objectives. Data analysis techniques used by researchers are data reduction, data presentation, verification and conclusions. The research results show that the Cicalengka District Office of Religious Affairs has carried out its duties well in implementing digitization of public services in the use of the waqf information system (SIWAK) has carried out appropriate service regulations, digital services in the Cicalengka District Office of Religious Affairs, especially in terms of endowments, can still handled well despite the limited technological infrastructure. Even so, the Office of Religious Affairs continues to strive to provide adequate services in accordance with the capabilities and available resources, has a culture of good service to the community. Efforts continue to be made to improve technology infrastructure, supervision, and service culture in order to continue to improve the quality of services provided.
