Abstract

INDONESIA : Perkembangan teknologi komunikasi memberikan kemudahan bagi masyarakat untuk mendapatkan informasi melalui media digital. Berbagai organisasi menggunakan praktik digital public relations untuk menyebarkan informasi kepada publiknya. Website menjadi salah satu media yang banyak digunakan dalam digital public relations. ¬Sekretariat DPRD Jawa Barat sebagai instansi pemerintah melakukan pengelolaan informasi publik melalui website sebagai implementasi dari good governance. Hal ini sebagaimana diamanatkan UU No. 14 Tahun 2008 tentang Keterbukaan Informasi Publik. Penelitian ini bertujuan untuk mengetahui bagaimana pengelolaan digital public relations yang dilakukan oleh Sekretariat DPRD Jawa Barat melalui website dprd.jabarprov.go.id sebagai bagian dari good governance dengan menggunakan konsep four steps public relations dengan tahapan (1) defining problems (2) planning and programming (3) taking action and communicating, dan (4) evaluating the program. Penelitian ini menggunakan paradigma konstruktivisme dengan pendekatan kualitatif dan metode deskriptif kualitatif. Pengumpulan data dilakukan melalui teknik wawancara dan observasi partisipatoris pasif untuk dapat menjawab pertanyaan penelitian dan mendeskripsikan tujuan penelitian. Hasil penelitian menunjukkan bahwa Sekretariat DPRD Jawa Barat telah melaksanakan pengelolaan digital public relations pada website dprd.jabarprov.go.id melalui empat tahapan yang sesuai dengan konsep four steps public relations: (1) Tahap defining problems, dengan melihat kinerja anggota dewan, aspirasi masyarakat melalui Reses, data dari Unit Pelaksana Teknis Daerah (UPTD), dan analisis media. (2) Tahap planning and programming, meliputi proses arahan dari pimpinan, rapat redaksi, dan perencanaan tampilan website. (3) Tahap taking action and communicating, meliputi peliputan berita dari lapangan, pengolahan data menjadi berita, optimalisasi tools website, dan integrasi website dengan media sosial. (4) Tahap evaluating the program, meliputi analisis backend website, memperhatikan respons dari pimpinan dan anggota dewan, melaksanakan rapat evaluasi, dan rekomendasi dari pihak eksternal. ENGLISH : The development of communication technology has made it easier for the public to access information through digital media. Various organizations use digital public relations practices to disseminate information to the public. Websites are one of the media widely used in digital public relations. The Secretariat of West Java Regional Legislatives Council as a government agency manages public information through the website as an implementation of good governance, as mandated by Law No. 14 of 2008 concerning Public Information Disclosure. This research aims to determine how digital public relations management is carried out by the Secretariat of West Java Regional Legislatives Council through the dprd.jabarprov.go.id website as part of good governance using the four steps public relations concept with stages: (1) defining problems (2) planning and programming (3) taking action and communicating, and (4) evaluating the program. This research uses the constructivism paradigm with a qualitative approach and descriptive qualitative method. Data collection is carried out through interview techniques and passive participatory observation to answer research questions and describe research objectives. The results of the study show that the Secretariat of West Java Regional Legislatives Council has carried out digital public relations management on the dprd.jabarprov.go.id website through four stages that are in accordance with the four steps of public relations concept. (1) Defining problems stage, by looking at the activities of council members, public aspirations through Reses, data from the Unit Pelaksana Teknis Daerah (UPTD), and media analysis. (2) Planning and programming stage, including guidance processes from leaders, editorial meetings, and website layout planning. (3) Taking action and communicating stage, including news coverage from the field, data processing into news, website tool optimization, and website integration with social media. (4) Evaluating the program stage, including website backend analysis, paying attention to responses from leaders and council members, holding evaluation meetings, and recommendations from external parties.
