Abstract

Efektivitas pengelolaan anggaran adalah terwujudnya tujuan pengelolaan anggaran keuangan daerah yang meliputi perencanaan, implementasi, pelaporan, pertanggungjawaban dan pengawasan yang dilakukan oleh pemerintah daerah untuk mengaplikasikan akuntabilitas publik ke masyarakat daerahnya. Secara singkat efektivitas, yaitu perbandingan antara output dengan outcome (Mardiasmo, 2009). Penelitian ini menggunakan pendekatan kualitatif untuk mengetahui tingkat keefektivitasan pengelolaan anggaran kecamatan tahun 2022 melihat dari indikator yang dikemukakan oleh Charles O. John (1991:379) mengenai proses, dan penilaian dampak. Dan analisa ini untuk mengjabarkan Efektivitas Pengelolaan Anggaran Pada Kecamatan Bogor Utara Kota Bogor. Hasil penelitian serta pembahasan dari penilitian yang telah dianalisis berdasarkan observasi, wawancara serta pengamatan yang dilakukan oleh peneliti menyimpulkan bahwa pengelolaan Efektivitas Pengelolaan Anggaran di Kecamatan Bogor Utara belum memenuhi target yang telah ditentukan sesuai indikator yang dipakai oleh Charles O. John (1991:379). Peneliti dapat menyimpulkan bahwa program mengenai penyelenggaraan pelayanan pemerintah dan pelayanan publik masih jauh dari tingkat keefektivitasan dalam pengelolaan anggaran di Kecamatan Bogor Utara Kota Bogor pada Tahun 2022. The effectiveness of budget management is the realization of local financial budget management objectives which include planning, implementation, reporting, accountability and supervision carried out by local governments to apply public accountability to their local communities. In short, effectiveness is the comparison between output and outcome (Mardiasmo, 2009). This study uses a qualitative approach to determine the level of effectiveness of sub-district budget management in 2022 looking at the indicators put forward by Charles O. John (1991: 379) regarding process, and impact assessment. And this analysis is to describe the effectiveness of budget management in the North Bogor sub-district of Bogor City. The results of the research and discussion of the research that has been analyzed based on observations, interviews and observations made by researchers conclude that the management of Budget Management Effectiveness in North Bogor Sub-district has not met the targets that have been determined according to the indicators used by Charles O. John (1991: 379). Researchers can conclude that the program regarding the implementation of government services and public services is still far from the level of effectiveness in budget management in the North Bogor District of Bogor City in 2022.
