Abstract

The title of this research is "Evaluation of Government Policy Regarding Tourist Bus Operation Permits in Kuningan Regency". This research was conducted by Faqih Alamsyah as one of the requirements for obtaining a Bachelor of Public Administration degree at Sunan Gunung Djati State University, Bandung. This research was carried out for 3-6 months. This research was conducted with the aim of evaluating the Tourist Bus Operation Permit, to find out the factors that cause deviations from the implementation of the Tourist Bus Operation Permit and to find out the efforts made by the government to overcome deviations from the Tourist Bus Operation Permit. This research was conducted to determine the relationship between deviations in the implementation of Tourist Bus Operation Permits and William N. Dunn's theory of public policy with its 6 criteria: effectiveness, efficiency, adequacy, alignment, responsiveness and accuracy The research design used is qualitative research with descriptive methods. Data collection techniques through interviews, observation and documentation. The research data analysis technique in this study uses qualitative data analysis which consists of three stages: data reduction, data presentation, drawing conclusions. Based on the research carried out, it can be concluded that the tourism bus operating permit policy is not working optimally because there are still obstacles in the field, namely there are deviations from Tourist Buses which are used regularly, and Regular Buses providing deviant services that do not comply with the provisions. These include: (1) Bus Luragung (Buah Lestari) E 7687 Kb, (2) Po Mikka Tiara Lengkong Livery Bussid Shd Ori, (3) Bus Luragung B 7215 Yg (Rengganis Kreo/Bus Lestari), (4) Rengganis Kreo, ( 5) Tunggal Jaya Bus, (6) Angga Saputra Bus, (7) Ctv, (8) 021 Trans, (9) Rafael. The government's efforts to prevent violations of operating permits for tourist buses in Kuningan Regency: 1) Providing written warnings to tourist bus entrepreneurs not to commit violations, 2) Tourist bus entrepreneurs who commit violations or deviations are asked to change their permits from tourist buses to regular buses, 3) Kuningan Regency Transportation Service to coordinate with the head of the BPTD to carry out joint operations with a copy of the letter to the Director General of Land Transportation, 4) Revoking the operating permit of tourist buses that commit irregularities if the tourist bus entrepreneur still commits violations.
