Abstract

Akta kelahiran merupakan dokumen yang dikeluarkan oleh pejabat yang berwenang, sebagai identitas hukum seseorang. Untuk menertibkan dokumen akta kelahiran, pemerintah mengeluarkan peraturan administrasi kependudukan. Peran penting adanya peraturan administrasi kependudukan diharapkan proses penyelenggaraan pelayanan administrasi kependudukan dapat berjalan efektif sesuai dengan prinsip kualitas pelayanan publik yang prima yaitu cepat, tepat, dan akurat. Penelitian ini bertujuan untuk mengetahui bagaimana efektivitas pembuatan akta kelahiran dalam tertib administrasi kependudukan di dinas kependudukan dan catatan sipil kabupaten subang. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan deskriptif. Adapun teknik pengumpulan data yang digunakan adalah observasi, wawancara dan studi pustaka. Pihak yang dijadikan informan dalam penelitian ini adalah kepala dinas, kabid pelayanan pencatatan sipil dinas kependudukan dan catatan sipil kabupaten subang dan masyarakat pembuat akta kelahiran. Berdasarkan hasil penelitian menunjukkan bahwasannya efektivitas pembuatan akta kelahiran dalam tertib adminstrasi kependudukan di Dinas Kependudukan Dan Catatan Sipil Kabupaten Subang belum efektif. Hal ini terlihat dari 5 dimensi yaitu dimensi produksi, efisiensi, kepuasan, keadaptasian dan pengembangan. Terkait dengan dimensi produksi sudah dikatakan baik hal ini dibuktikan dengan realisasi pencapaian kinerja yang sudah mencapai target bahkan di tahun 2017 sudah melebihi target yang ditetapkan, mengenai dimensi efisiensi belum terlaksana dengan baik hal ini dilihat dari efisiensi waktu yang tidak ada kejelasan dalam penyelesaian pembuatan akta kelahiran, kemudian dimensi kepuasan belum terlaksana dengan optimal hal ini dikarenakan masih ada masyarakat yang mengeluh terhadap pelayanan yang diberikan oleh petugas serta kurangnya sarana dan prasarana yang disediakan oleh Dinas Kependudukan dan Catatan Sipil Kabupaten Subang, mengenai dimensi keadaptasian sudah dikatakan baik hal terlihat dari hubungan aparatur dapat berkontribusi dengan pegawai sehingga mendukung untuk terciptanya kinerja yang diinginkan, dan dimensi pengembangan sudah dijalankan dengan optimal karena Dinas Kependudukan dan Catatan Sipil Kabupaten Subang telah melakukan perumusan masalah dan solusi yang diambil untuk meningkatkan kinerja pelayanan publik pada masyarakat Subang. RENI MELIAWATI: "THE EFFECTIVENESS OF MAKING BIRTH CERTIFICATE IN ADMINISTRATION ORDER OF POPULATION IN DEPARTMENT OF POPULATION AND VITAL STATISTICS OF SUBANG ". A birth certificate is a document issued by an authorized official, as the legal identity of a person. To regulate the birth certificate documents, the government issues a regulation on population administration. The important role of the regulation of population administration is expected to process the administration of population administration services can work effectively in accordance with the principle of a good quality public services that is fast, precise, and accurate. This study aims to determine how the effectiveness of birth certificate in administration order of population in department of population and vital statistics of Subang. The research method used is qualitative method with descriptive approach. The data collection techniques used are observation, interview and literature study. Parties who made the informant in this study are head of department, head of civil registration service department of population, vital statistics of Subang and society birth certificate maker. Based on results of the study showed that the effectiveness of the making of a birth certificate in an orderly administrative residency in the Department of population and the civil registry Districts Subang yet effective. This is apparent from the 5 dimension i.e. dimensions production, efficiency, customer satisfaction, adaptability and development. Associated with the dimension of production are already said to be well this is proved with the realization of the attainment of performance targets have reached even in the year 2017 has exceeded targets set, about the dimensions of efficiency has not done well this seen from the efficiency of the time there is no clarity in the completion of the making of a birth certificate, then the dimensions of satisfaction has not been carried out with optimal this is because there are still communities that complained against the service provided by officers as well as the lack of infrastructure provided by the Office of population and the civil registry District of Subang, about dimension adaptability already said good things seen from the relationship of apparatus can contribute with employees so that support for the creation of the desired performance, and the development dimension is already running with optimum because the Department County Civil Records residence and Subang have done the formulation of problems and solutions are taken to improve the performance of public services at the community Subang.
