Abstract

ENGLISH: The rationalization of authority, or Rationalisierung der Herrschaft, in the context of government bureaucracy, serves as a form of modernization and reform of the administrative system, particularly in promoting the professionalism of public service officials. In Bandung City, this effort has been formalized through Regional Regulation No. 16 of 2011 on Public Services, reflecting the state's responsibility to provide quality services to its citizens. Bureaucracy is not merely a technical and administrative matter but is also closely linked to ethical dimensions and Islamic values, which in this study are analyzed through the lens of Siyasah Dusturiyah. This perspective emphasizes the principles of justice (‘adalah), public welfare (maslahah), and the accountability of leaders to the people. This study aims to analyze to what extent rational bureaucracy aligns with the values of Siyasah Dusturiyah. Using a juridical-empirical approach, data were collected through in-depth interviews and document studies. The findings indicate that although rational bureaucratic principles have been structurally implemented, their practical application has not fully aligned with the social justice values emphasized in Siyasah Dusturiyah. Therefore, there is a need for synergy between modern bureaucratic rationalization and Islamic values through policy enhancement, community empowerment, and infrastructure improvement to achieve a just, transparent, and professional public service. INDONESIA: Rasionalisasi kekuasaan atau Rationalisierung der Herrschaft dalam konteks birokrasi pemerintahan hadir sebagai bentuk modernisasi dan pembaruan sistem administrasi, khususnya dalam mendorong profesionalisme aparatur pelayanan publik. Di Kota Bandung, upaya tersebut diformalkan melalui Peraturan Daerah No. 16 Tahun 2011 tentang Pelayanan Publik, sebagai bentuk tanggung jawab negara dalam memberikan layanan prima bagi warganya. Birokrasi tidak sekadar persoalan teknis administratif, tetapi juga erat kaitannya dengan dimensi etik dan nilai-nilai keislaman yang dalam konteks ini dianalisis melalui perspektif siyasah dusturiyah. Perspektif tersebut menekankan pentingnya prinsip keadilan (‘adalah), kemaslahatan (maslahah), dan akuntabilitas pemimpin terhadap rakyat. Tujuan penulisan ini diarahkan untuk menganalisis sejauh mana birokrasi rasional telah selaras dengan nilai-nilai siyasah dusturiyah. Menggunakan pendekatan yuridis empiris, data diperoleh melalui wawancara mendalam dan studi dokumen. Temuan ini mengindikasikan bahwa meskipun prinsip birokrasi rasional telah diterapkan secara struktural, implementasinya belum sepenuhnya selaras dengan nilai-nilai keadilan sosial yang diusung oleh Siyasah Dusturiyah. Oleh karena itu, dibutuhkan sinergi antara rasionalisasi birokrasi modern dengan nilai-nilai Islam melalui peningkatan kualitas kebijakan, pemberdayaan masyarakat, dan perbaikan infrastruktur pelayanan agar tercipta layanan publik yang adil, transparan, dan profesional.
