Abstract

Indeks Pertumbuhan Manusia (IPM) salah satu tolak ukur untuk melihat kinerja keuangan Kabupaten/Kota, dimana dalam Indks Pembangunan Manusia terdapat beberapa dimensi yang menentukan kinerja keuangan tersebut, diantaranya adalah umur panjang dan hidup sehat, pengetahuan dan standar hidup layak. Indeks Pembangunan Manusia (IPM) merupakan salah satu tolak ukur yang dapat digunakan dalam menilai kinerja pemerintah daerah. Tujuan dari penelitian ini adalah untuk mengetahui pengaruh Rasio Ekonomi, Rasio Efisiensi dan Rasio Efektivitas terhadap Indeks Pembangunan Manusia di Pemerintahan Kabupaten Sukabumi. Teori yang digunakan dalam penelitian ini adalah teori Muhammad Mahsun (2014), Kinerja adalah gambaran mengenai tingkat pencapaian pelaksanaan suatu kegiatan atau program atau kebijakan dalam mewujudkan sasaran, tujuan, misi dan visi organisasi yang tertuang dalam strategic planning suatu organisasi. Kinerja keuamgan ini diukur menggunakan Value For Money yang terdiri dari rasio ekonomi, rasio efisiensi dan rasio efektivitas. Untuk Indeks Pembangunan Manusia peneliti menggunakan teori UNDP (1990) yang terdiri dari: umur panjang dan sehat; pengetahuan, dan kehidupan yang layak. Metode penelitian yang digunakan dalam penelitian ini adalah metode kuantitatif dengan pendekatan asosiatif. Teknik pengambilan data melalui studi pustaka dan studi lapangan dengan menggunakan sempel laporan keuangan pemerintah kabupaten sukabumi tahun 2012-2016. Pengujian penelitian ini menggunakan uji asumsi klasik, analisis regresi berganda dan uji hipotesis yang terdiri dari uji t dan uji F dengan program SPSS 23. Berdasarkan hasil perhitungan SPSS mengenai kinerja keuangan terhadap indes pembangunan manusia berdasarkan uji t rasio ekonomi bernilai thitung < dari ttabel (0,712 < 12,706) dengan demikian H0 diterima dan H1 ditolak dengan arah pengaruh bertanda positif, rasio efisiensi bernilai thitung < dari ttabel (-1,199 < 12,706) dengan demikian H0 diterima dan H1 ditolak dengan arah pengaruh bertanda negatif dan rasio efektivitas bernilai thitung < dari ttabel (-0,668 < 12,706) dengan demikian H0 diterima dan H1 ditolak dengan arah pengaruh bertanda negatif. Dan berdasarkan uji F yang diperoleh yaitu sebesar 0,540, maka nilai thitung < dari ttabel (0,540 < 12,706) dengan demikian H0 diterima dan H1 ditolak. ABSTRACT Nurhasanah: "Influence Of Financial Performance Against The Human Development Index On Local Governance Sukabumi District” Human growth index (HDI) one benchmark to look at the financial performance of the District//City, where in Index human development there are several dimensions that determine the financial performance, such as longevity and healthy life , knowledge and standard of living. The human development index (HDI) is a benchmark that can be used in assessing the performance of local governments. The purpose of this research is to know the influence of the ratio of economy, efficiency and Effectiveness Ratio against the human development index in Sukabumi District Government. The theory used in this research is the theory of Muhammad Mahsun (2014), performance is a reflection of the level of achievement of the implementation of an activity or program or policy in realizing the goal, purpose, mission and vision of the organization that are related in the strategic planning of an organization. Performance is measured using the finance Value For Money which consists of the ratio, the ratio of economic efficiency and effectiveness ratio. To the human development index of researchers using theory of UNDP (1990) consisting of: longevity and healthy; knowledge, and a decent life. Research methods used in this research is quantitative methods with the associative approach. Engineering data retrieval through a study of the literature and field studies with the use of government financial reports sample sukabumi district year 2012-2016. This research testing using the test assumptions of multiple regression analysis, classical and test the hypothesis that consists of a test of t and F test with SPSS program 23. Based on the results of the calculation of SPSS on financial performance against human assay based on the development of the index t ratio of economic worth thitung < ttabel from (0.712 < 12.706) thus H0 and H1 accepted rejected with the direction influence marked positive, efficiency ratio is worth thitung < ttabel from (-1.199 < 12.706) thus H0 and H1 accepted rejected with the direction of the negative and the ratio of marked influence on its effectiveness is worth thitung < ttabel from (-0.668 < 12.706) thus H0 and H1 accepted rejected with the direction of influence marked negative. And based on the test F obtained namely of 0.540, thitung < ttabel from (0.540 < 12.706) thus H0 and H1 accepted rejected.
