Abstract

INDONESIA : Penelitian ini mengkaji efektivitas program patroli rutin yang dijalankan oleh Tim Prabu Polrestabes Bandung dalam menekan angka kriminalitas di Kota Bandung. Kota ini merupakan wilayah urban dengan dinamika sosial yang kompleks, dimana tingkat kriminalitas, khususnya jalanan memerlukan penanganan yang responsif dan terstruktur. Program patroli rutin oleh Tim Prabu hadir sebagai respons terhadap kebutuhan masyarakat akan rasa aman, serta sebagai upaya memperkuat kehadiran aparat kepolisian di titik – titik rawan. Melalui pendekatan kualitatif deskriptif, penelitian ini menggunakan teknik wawancara mendalam, observasi lapangan, dan studi dokumentasi untuk memperoleh data secara komprehensif. Analisis dilakukan menggunakan kerangka teori efektivitas program dari Sutrisno (2007) yang mencangkup lima dimensi utama, yaitu pemahaman program, ketepatan sasaran, ketepatan waktu, tercapainya tujuan, dan perubahan nyata. Hasil penelitian menunjukan bahwa pelaksanaan patroli oleh Tim Prabu dinilai cukup efektif. Program ini didukung oleh pemahaman yang kuat dari pelaksana, penentuan sasaran berbasis data kriminalitas, serta penjadwalan patroli yang menyesuaikan dengan waktu rawan kejahatan. Meskipun sempat terhenti pada tahun 2022 hingga pertengahan 2023 yang beriringan dengan meningkatnya angka kriminalitas, keberadaan Tim Prabu setelah program kembali berjalan memberikan kontribusi signifikan terhadap peningkatan rasa aman masyarakat. Selain itu, program ini juga mendorong perubahan sosial positif, seperti meningkatnya partisipasi masyarakat dalam pelaporan dan pengawasan lingkungan. Dengan demikian, Efektivitas Program Patroli Rutin Tim Prabu Polrestabes Bandung terbukti berperan penting dalam penguatan sistem keamanan di wilayah perkotaan. Namun, optimalisasi program masih memerlukan dukungan berupa penambahan personel, peningkatan fasilitas patroli, serta kolaborasi berkelanjutan antara aparat dan masyarakat guna menciptakan keamanan yang berkelanjutan dan inklusif. ENGLISH : This study examines the effectiveness of the routine patrol program implemented by the Prabu Team of the Bandung City Police in reducing crime in Bandung. This city is an urban area with complex social dynamics, where crime rates, particularly on the streets, require responsive and structured management. The Prabu Team's routine patrol program is a response to the community's need for a sense of security and an effort to strengthen police presence in vulnerable areas. Using a qualitative descriptive approach, this study employed in-depth interviews, field observations, and documentation studies to obtain comprehensive data. The analysis was conducted using Sutrisno's (2007) theoretical framework of program effectiveness, which encompasses five main dimensions: program understanding, targeting accuracy, timeliness, goal achievement, and tangible change. The results indicate that the Prabu Team's patrol implementation is considered quite effective. This program is supported by a strong understanding of the program implementers, targeting based on crime data, and patrol scheduling that aligns with crime-prone times. Although temporarily suspended from 2022 to mid-2023 due to rising crime rates, the presence of the Prabu Team after the program's resumption has significantly contributed to increasing the community's sense of security. Furthermore, this program also encourages positive social change, such as increased community participation in environmental reporting and monitoring Thus, the effectiveness of the Bandung Police's Prabu Team Routine Patrol Program has proven to be crucial in strengthening security systems in urban areas. However, program optimization still requires support in the form of additional personnel, improved patrol facilities, and ongoing collaboration between officers and the community to create sustainable and inclusive security.
