Abstract

INDONESIA: Penelitian ini dilatarbelakangi oleh masih tingginya angka penggunaan rokok dan belum efektifnya implementasi Peraturan Daerah No. 4 Tahun 2021 tentang Kawasan Tanpa Rokok (KTR) di lingkungan Sekretariat DPRD Kota Bandung yang dimana seharusnya dapat menjadi teladan sebagai pembuat kebijakan dalam penegakan regulasi. Meskipun telah tersedia sarana dan prasarana seperti ruang khusus merokok, serta pembentukan satgas, namun tingkat pelanggaran yang dilakukan masih tinggi. Selain itu pengawasan yang belum optimal dan sanksi yang tidak diterapkan juga dapat menyebabkan kebijakan KTR belum berjalan secara efektif. Penelitian yang dilakukan bertujuan untuk mengetahui dan mengidentifikasi efektivitas pelaksanaan kebijakan Kawasan Tanpa Rokok di Sekretariat DPRD Kota Bandung. Penelitian ini menggunakan teori efektivitas dari Campbell J.P, 1970 (Dalam Mutiarin & Zainudin, 2014 : 97) yang mencakup lima dimensi utama, yaitu keberhasilan program, keberhasilan sasaran, kepuasan terhadap program, tingkat input dan output, serta pencapaian tujuan menyeluruh. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Pengumpulan data dilakukan dengan menggunakan tiga teknik utama, yaitu melalui observasi, wawancara, dan studi dokumentasi serta keabsahan data dalam penelitian ini diuji menggunakan teknik triangulasi. Hasil penelitian menunjukkan bahwa pelaksanaan kebijakan KTR di Sekretariat DPRD Kota Bandung belum berjalan efektif. Meskipun input seperti penyediaan sarana dan prasarana yang tersedia serta pembentukan Satgas KTR yang telah dilakukan, akan tetapi output yang dihasilkan belum maksimal. Dapat terlihat pada dimensi (1) Keberhasilan program yang terhambat oleh pengawasan yang tidak konsisten dan belum adanya aturan internal (SOP) yang spesifik. (2) Keberhasilan sasaran belum tercapai sepenuhnya karena peran satgas dan pimpinan belum optimal dan terkesan formalitas. (3) Kepuasan pegawai belum merata karena sosialisasi yang tidak rutin dilakukan dan fasilitas yang tersedia masih terbatas. (4) Dalam penerapan sanksi administratif yang tercantum pada peraturan daerah belum ditegakkan sehingga tidak menimbulkan efek jera pada pelanggar kebijakan. (5) Pencapaian tujuan menyeluruh yaitu untuk menciptakan lingkungan kerja yang sehat dan bebas asap rokok belum tercapai sepenuhnya karena lemahnya komitmen pelaksanaan dan belum terbentuknya budaya kerja sehat secara keseluruhan. ENGLISH: The implementation of Regional Regulation No. 4 of 2021 concerning Smoke-Free Areas (KTR) within the Secretariat of the Regional House of Representatives (DPRD) of Bandung City has not yet been effective, despite the institution’s role as a policy-maker that should set an example in enforcing regulations. Although facilities such as designated smoking areas and the formation of a monitoring task force (Satgas) have been provided, violations remain prevalent.Furthermore, weak supervision and the absence of enforcement of sanctions contribute to the ineffectiveness of the KTR policy. This study aims to examine and identify the effectiveness of the Smoke-Free Area policy implementation at the DPRD Secretariat of Bandung City. The study adopts Campbell J.P.’s (1970) theory of effectiveness (in Mutiarin & Zainudin, 2014: 97), which includes five main dimensions: program success, target success, satisfaction with the program, input and output levels, and overall goal achievement. A qualitative approach with a descriptive method was used in this research. Data were collected through observation, interviews, and documentation, while data validity was ensured using triangulation techniques. The findings reveal that the implementation of the KTR policy has not been effective. Although the necessary inputs such as facilities and the establishment of a task force are in place, the resulting outputs remain suboptimal. This is evident in the following dimensions: (1) Program success is hindered by inconsistent monitoring and the absence of specific internal regulations (SOP). (2) Target success has not been fully achieved due to the limited and formalistic role of the task force and leadership. (3) Employee satisfaction is uneven due to irregular socialization efforts and limited facilities. (4) Administrative sanctions outlined in the regulation have not been enforced, resulting in a lack of deterrence. (5) The overarching goal of creating a healthy, smoke-free work environment has not been fully realized due to weak implementation commitment and the absence of a healthy work culture.
