Abstract

Implementasi Identitas Kependudukan Digital (IKD) di Kota Cimahi masih menghadapi tantangan meskipun jumlah aktivasi pengguna terus mengalami peningkatan. Sepanjang tahun 2024, capaian aktivasi hanya berada pada kisaran 10,39% hingga 15,77%, sedangkan target nasional ditetapkan sebesar 25–30%. Kesenjangan antara target dan realisasi tersebut menunjukkan perlunya kajian lebih mendalam mengenai bagaimana program ini diimplementasikan di lapangan. Penelitian ini bertujuan untuk menganalisis implementasi program IKD di Dinas Kependudukan dan Pencatatan Sipil (Disdukcapil) Kota Cimahi, dengan fokus pada tiga dimensi utama menurut teori Charles O. Jones, yaitu organisasi pelaksana, interpretasi kebijakan, dan penerapan teknis di lapangan Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi dan tringulasi sumber. Penentuan informan menggunakan teknik purposive sampling, yaitu pemilihan narasumber yang dianggap paling relevan dan mengetahui secara langsung pelaksanaan program IKD, baik dari pegawai Disdukcapil maupun masyarakat pengguna. Data yang diperoleh dianalisis menggunakan analisis model Miles dan Huberman yang terdiri atas empat tahap, yaitu pengumpulan data, reduksi data, penyajian data, serta penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pada dimensi organisasi, struktur pelaksana telah dibentuk secara formal dan koordinasi lintas bidang berjalan adaptif, namun masih terkendala keterbatasan SDM dan teknis peralatan. Pada dimensi interpretasi, pelaksana memahami prosedur melalui pengalaman langsung dan arahan informal, tetapi belum ditunjang pelatihan formal maupun SOP tertulis yang seragam. Sementara pada dimensi penerapan, program telah mengikuti arahan pusat, namun prosedur kerja masih bergantung pada kebiasaan petugas, sosialisasi belum menjangkau seluruh masyarakat, serta capaian target nasional belum terpenuhi. Kesimpulannya, implementasi IKD di Kota Cimahi telah berjalan cukup baik, tetapi belum sepenuhnya optimal. Diperlukan penguatan kapasitas SDM, penyusunan SOP yang seragam, perluasan sosialisasi, serta perbaikan infrastruktur teknis agar program IKD dapat mendukung tata kelola administrasi kependudukan secara lebih efektif dan berkelanjutan. Throughout 2024, activation achievement remained within the range of 10.39% to 15.77%, while the national target was set at 25–30%. The gap between the target and the realization indicates the need for a more in-depth study of how this program is implemented in practice. This study aims to analyze the implementation of the IKD program at the Department of Population and Civil Registration (Disdukcapil) of Cimahi City, focusing on three main dimensions according to Charles O. Jones’s theory: implementing organization, policy interpretation, and technical application in the field. This research employed a qualitative approach with a descriptive method. Data collection techniques included observation, interviews, documentation, and source triangulation. Informants were selected using purposive sampling, namely selecting respondents considered most relevant and directly knowledgeable about the implementation of the IKD program, including both Disdukcapil staff and community users. The collected data were analyzed using the Miles and Huberman model, consisting of four stages: data collection, data reduction, data display, and conclusion drawing. The findings reveal that in the organizational dimension, the implementing structure has been formally established and cross-sector coordination operates adaptively, yet challenges remain due to limited human resources and technical equipment. In the interpretation dimension, implementers rely on direct experience and informal instructions to understand procedures, but formal training and standardized written SOPs are still lacking. In the application dimension, the program follows central government directives; however, work procedures are still dependent on staff routines, socialization has not reached all communities, and the national activation target has not been achieved. In conclusion, the implementation of IKD in Cimahi City has progressed fairly well but is not yet fully optimal. Strengthening human resource capacity, developing standardized SOPs, expanding outreach, and improving technical infrastructure are required to ensure that the IKD program can more effectively and sustainably support population administration governance.
