Abstract

Abstract: This study examines the Bandung City Regional House of Representatives (DPRD)’s budgetary oversight of the 2023 Regional Budget (APBD) from the perspective of siyasah dusturiyyah. The research is motivated by the suboptimal nature of budget oversight, which affects the effectiveness of regional development. Its objective is to analyze the extent to which the Bandung City DPRD has carried out its oversight function and to assess how the resulting impacts and obstacles reflect the principles of good governance and the values of siyasah dusturiyyah. Using an empirical legal approach based on interviews and a literature review, the study finds that, although oversight is conducted through the DPRD’s commissions, challenges such as time constraints, limited human resources, and insufficient technical capacity to fully comprehend budget documents continue to hinder its effectiveness. The siyasah dusturiyyah approach provides an ethical and spiritual dimension that strengthens oversight and orients it more firmly toward the public welfare. Abstrak: Penelitian ini membahas fungsi pengawasan budgeting oleh DPRD Kota Bandung terhadap APBD Tahun 2023 dalam perspektif siyasah dusturiyyah. Latar belakangnya adalah belum optimalnya pengawasan anggaran yang berdampak pada efektivitas pembangunan daerah. Tujuan penelitian ini adalah menganalisis sejauh mana DPRD kota Bandung dalam menjalankan fungsi pengawasannya serta dampak dan hambatan yang ada mencerminkan prinsip good governance dan nilai siyasah dusturiyyah. Menggunakan metode pendekatan yuridis empiris dengan wawancara dan studi pustaka, penelitian ini menemukan bahwa meskipun pengawasan telah berjalan melalui komisi-komisi DPRD, tantangan seperti keterbatasan waktu, kurangnya SDM dan rendahnya kapasitas teknis dalam memahami dokumen anggaran secara menyeluruh masih menghambat efektivitasnya. Pendekatan siyasah dusturiyyah memberi dimensi etis dan spiritual yang memperkuat pengawasan agar lebih berorientasi pada kemaslahatan publik.
