Abstract

INDONESIA: Pemekaran daerah merupakan salah satu instrumen desentralisasi yang bertujuan mendekatkan pelayanan publik serta mendorong pemerataan pembangunan wilayah. Namun, dalam praktiknya, proses pemekaran tidak hanya ditentukan oleh pertimbangan administratif dan teknokratis, melainkan juga dipengaruhi oleh dinamika politik dan konfigurasi kepentingan aktor. Penelitian ini bertujuan untuk menganalisis dinamika politik dalam proses pemekaran Kabupaten Jampang di Kabupaten Sukabumi serta mengkaji urgensi politik pemekaran tersebut dalam konteks kebijakan dan prioritas pembangunan daerah saat ini. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif-analitis. Data diperoleh melalui wawancara mendalam dengan aktor pemerintahan daerah, anggota DPRD, tokoh masyarakat, serta presidium pemekaran, disertai dengan analisis dokumen kebijakan dan arsip perjuangan pemekaran. Teknik analisis data dilakukan melalui reduksi data, penyajian data, serta penarikan kesimpulan secara sistematis. Hasil penelitian menunjukkan bahwa dinamika politik pemekaran Kabupaten Jampang berlangsung melalui interaksi kompleks antara kebijakan pemerintah pusat, strategi elite daerah, peran DPRD sebagai arena kompromi politik, serta mobilisasi aspirasi masyarakat oleh aktor non-negara. Kebijakan moratorium pemekaran daerah menjadi hambatan struktural utama yang membatasi realisasi pemekaran di tingkat lokal. Selain itu, prioritas elite daerah yang lebih memfokuskan pada pemekaran Sukabumi Utara menyebabkan pemekaran Jampang berada dalam posisi tertunda secara politik meskipun memiliki urgensi objektif yang kuat. Penelitian ini juga menemukan bahwa urgensi politik pemekaran Kabupaten Jampang tetap tinggi dilihat dari ketimpangan pembangunan wilayah, keterbatasan akses pelayanan publik, serta karakteristik geografis yang luas dan sulit dijangkau. Namun, urgensi tersebut belum bertransformasi menjadi agenda prioritas kebijakan karena dipengaruhi oleh konfigurasi kepentingan politik pusat dan daerah. Dengan demikian, pemekaran Kabupaten Jampang merupakan persoalan politik pembangunan yang realisasinya sangat ditentukan oleh dinamika kekuasaan dan kebijakan desentralisasi nasional. ENGLISH: Regional expansion is one of the instruments of decentralization aimed at improving public service delivery and promoting equitable regional development. However, in practice, the process of regional expansion is not solely determined by administrative and technocratic considerations but is also strongly influenced by political dynamics and the configuration of actors’ interests. This study aims to analyze the political dynamics in the process of establishing Jampang Regency in Sukabumi Regency and to examine the political urgency of the expansion within the current context of regional development policies and priorities. This research employs a qualitative approach with a descriptive-analytical method. Data were collected through in-depth interviews with local government officials, members of the Regional House of Representatives (DPRD), community leaders, and the expansion presidium, as well as through document analysis of policy reports and historical records of the expansion movement. Data analysis was conducted through data reduction, data presentation, and systematic conclusion drawing. The findings indicate that the political dynamics of Jampang Regency’s expansion involve complex interactions between central government policies, local elite strategies, the DPRD as an arena of political compromise, and community mobilization led by non-state actors. The national moratorium on regional expansion constitutes a major structural barrier that constrains local efforts to realize the new autonomous region. Moreover, the prioritization of North Sukabumi’s expansion by local elites has politically marginalized the Jampang expansion process, despite its strong objective urgency. The study also reveals that the political urgency of Jampang’s expansion remains high, as reflected in persistent regional development disparities, limited access to public services, and challenging geographical conditions. Nevertheless, this urgency has not yet translated into policy priority due to the prevailing political configurations at both central and local levels. Therefore, the expansion of Jampang Regency represents a case of development politics in which outcomes are largely shaped by power relations and decentralization policies.
