Abstract

INDONESIA: Kasus pembagian kuota haji khusus tahun 2024 sempat ramai dibicarakan publik setelah Majalah Tempo menurunkan laporan utama berjudul “Fulus Haji Plus-Plus” yang menyoroti dugaan penyimpangan dalam penentuan kuota haji. Sebagai media yang dikenal dengan jurnalisme investigatifnya, Tempo tidak sekadar menyampaikan fakta, tetapi juga membangun sudut pandang tertentu lewat pemilihan tema, cara penyusunan berita, dan gaya bahasa yang digunakan. Kondisi inilah yang mendorong peneliti untuk menelusuri lebih jauh bagaimana wacana pemberitaan tersebut sebenarnya dibentuk. Penelitian ini bertujuan menjelaskan tema besar yang diangkat Tempo dalam laporan tersebut berdasarkan struktur makro, melihat pola penyusunan beritanya melalui superstruktur, sekaligus mengungkap strategi bahasa yang dipakai pada struktur mikro, mencakup sisi semantik, sintaksis, stilistik, dan retoris. Penelitian diawali dengan mengumpulkan teks laporan utama “Fulus Haji Plus-Plus” sebagai objek utama kajian, kemudian dilengkapi dengan penelusuran berbagai literatur pendukung melalui studi dokumentasi dan studi pustaka. Setelah data terkumpul, peneliti membaca dan menelaah teks tersebut secara berulang untuk memetakan tema, alur penyajian berita, hingga pilihan kata dan gaya bahasa yang digunakan, sebelum akhirnya menarik kesimpulan dari keseluruhan temuan. Kajian ini menggunakan pendekatan kualitatif dengan mengacu pada model Analisis Wacana Kritis Teun A. van Dijk, yang memfokuskan pembacaan pada dimensi teks tanpa masuk ke ranah kognisi sosial maupun konteks sosial. Pendekatan ini dipilih karena memungkinkan peneliti membaca teks berita secara mendalam dan kontekstual, bukan sekadar menghitung frekuensi kemunculan kata. Temuan penelitian memperlihatkan bahwa Tempo mengangkat tema besar berupa kritik terhadap tata kelola kuota haji khusus, dengan penekanan pada pentingnya transparansi dan akuntabilitas. Dari sisi superstruktur, berita disusun secara sistematis dengan ciri khas jurnalisme investigatif, sementara struktur mikronya memperlihatkan pemanfaatan strategi semantik, sintaksis, stilistik, dan retoris untuk memperkuat pesan yang ingin disampaikan. Secara keseluruhan, pemberitaan ini berfungsi tidak hanya sebagai sumber informasi, tetapi juga sebagai sarana edukasi dan kontrol sosial atas penyelenggaraan ibadah haji. ENGLISH; The issue of the allocation of special Hajj quotas for 2024 sparked widespread public debate after Tempo Magazine published a cover story titled “Fulus Haji Plus-Plus,” which highlighted alleged irregularities in the determination of Hajj quotas. As a media outlet known for its investigative journalism, Tempo does not merely present facts but also constructs a specific perspective through its choice of topics, the way the news is structured, and the language style employed. It is this context that prompted the researcher to further explore how the discourse of this news coverage was actually shaped. This study aims to explain the major themes raised by Tempo in the report based on its macro structure, examine the patterns of news composition through its superstructure, and reveal the linguistic strategies employed at the micro level, covering semantic, syntactic, stylistic, and rhetorical aspects. The research began by collecting the main report titled “Fulus Haji Plus-Plus” as the primary subject of study, followed by a review of various supporting literature through documentary and literature reviews. After the data was collected, the researcher read and analyzed the text repeatedly to map out the themes, the flow of the news presentation, and the word choices and stylistic features used, before finally drawing conclusions from the overall findings. This study employs a qualitative approach based on Teun A. van Dijk’s Critical Discourse Analysis model, which focuses on the textual dimensions without delving into the realms of social cognition or social context. This approach was chosen because it allows the researcher to analyze news texts in depth and within their context, rather than merely counting word frequencies. The research findings show that Tempo addressed the overarching theme of criticism regarding the management of special Hajj quotas, with an emphasis on the importance of transparency and accountability. From a superstructural perspective, the news articles were systematically structured with the hallmarks of investigative journalism, while their microstructure demonstrated the use of semantic, syntactic, stylistic, and rhetorical strategies to reinforce the intended message. Overall, this news coverage serves not only as a source of information but also as a means of education and social control over the administration of the Hajj pilgrimage..
