Abstract

INDONESIA : Penelitian ini dilatarbelakangi oleh adanya perluasan mandat pada Balai Pemasyarakatan yang signifikan pasca diberlakukannya Undang-Undang Nomor 22 tahun 2022 tentang Pemasyarakatan dan Undang-Undang Nomor 1 Tahun 2023 tentang Kitab Undang-Undang Hukum Pidana Nasional. Penelitian ini bertujuan untuk menganalisis efektivitas pelaksanaan tugas Pembimbing Kemasyarakatan dalam penyelenggaraan bimbingan kemasyarakatan di Balai Pemasyarakatan Kelas I Bandung. Apakah perluasan mandat yang ada telah memperhitungkan kesiapan organisasi yang menjalankan mandat tersebut. Teori yang digunakan dalam penelitian ini adalah teori efektivitas organisasi menurut Richard M. Steers (1976) yang meliputi tiga dimensi diantaranya, yaitu: Optimasi Tujuan, Perspektif Sistem dan Penekanan Perilaku. Teori ini digunakan untuk melihat sejauh mana efektivitas organisasi pada Balai Pemasyarakatan Kelas I Bandung. Proposisi penelitian diduga efektivitas pelaksanaan tugas PK di Bapas Kelas I Bandung belum optimal, ditandai dengan adanya ketidakseimbangan antara perluasan mandat regulasi dengan ketersediaan sumber daya manusia yang memadai. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data dilakukan melalui wawancara, observasi dan dokumentasi. Wawancara dilakukan secara mendalam semi-terstruktur dengan informan yang dipilih secara purposive sampling. Informan penelitian terdiri JFT PK, JFU, serta Klien di Balai Pemasyarakatan Kelas I Bandung. Data dianalisis secara deskriptif untuk menggambarkan kondisi pelayanan yang terjadi di lapangan. Hasil penelitian menunjukkan bahwa Pembimbing Kemasyarakatan dalam menjalankan tugas Bimbingan Kemasyarakatan belum optimal pada ketiga dimensi Steers. Pada dimensi optimasi tujuan, terdapat kesenjangan antara mandat yang semakin luas dengan kapasitas riil PK yang terbatas. Pada dimensi perspektif sistem, ketidakseimbangan struktural menyebabkan inefisiensi sumber daya yang serius, di mana PK harus merangkap tugas administratif. Pada dimensi penekanan perilaku, capaian kuantitatif formal tinggi namun kualitas dan ketuntasan layanan tidak terpenuhi seluruhnya. Temuan ini mengkonfirmasi relevansi pendekatan proses Steers yang mengkritisi pengukuran efektivitas berbasis output kuantitatif semata. ENGLISH : This study is motivated by the significant expansion of the mandate of the Correctional Center following the enactment of Law Number 22 of 2022 concerning Corrections and Law Number 1 of 2023 concerning the National Criminal Code. This study aims to analyze the effectiveness of the execution of duties of Community Counselors in providing community guidance at the Class I Bandung Correctional Center, specifically evaluating whether the expanded mandate has taken into account the organizational readiness of the executing agency. The theoretical framework used in this study is Richard M. Steers (1976)' organizational effectiveness theory, which encompasses three dimensions: Goal Optimization, Systems Perspective, and Behavioral Emphasis. This theory is employed to examine the extent of organizational effectiveness at the Class I Bandung Correctional Center. The research proposition suggests that the effectiveness of the execution of duties by Community Counselors at the Class I Bandung Correctional Center is not yet optimal, characterized by an imbalance between the regulatory mandate expansion and the availability of adequate human resources. The research employed a qualitative method with a descriptive approach. Data collection techniques were conducted through interviews, observation, and documentation. Semi-structured in-depth interviews were conducted with informants selected through purposive sampling. The research informants consisted of Functional Position Personnel (JFT PK), General Administrative Personnel (JFU), and Clients at the Class I Bandung Correctional Center. Data were analyzed descriptively to depict actual service conditions in the field. The results indicate that the performance of Community Counselors in delivering Community Guidance is not yet optimal across all three of Steers' dimensions. In the goal optimization dimension, a gap exists between the expanding mandate and the limited real capacity of Community Counselors. In the systems perspective dimension, structural imbalances cause serious resource inefficiencies, forcing Community Counselors to concurrently handle administrative tasks. In the behavioral emphasis dimension, formal quantitative achievements remain high, yet service quality and completeness are not fully met. These findings confirm the relevance of Steers' process approach, which criticizes measuring effectiveness based solely on quantitative outputs.
