Abstract

INDONESIA Angkutan jalan sebagai bagian dari sistem transportasi nasional harus dikembangkan potensi dan perannya untuk mewujudkan keamanan, keselamatan, ketertiban dan kelaancaran dalam lalu lintas. Angkutan umum juga sebagai alat pendapatan daerah di lihat dari pajak yang di kenakan kepada angkutan umum tersebut, sehingga peranan pemerintah harus mengatur tentang ketertiban angkutan umum. Kabupaten Bandung mengeluarkan kebijakan tentang aturan perusahaan angkutan umum harus berbadan hukum guna menata ketertiban angkutan. Akan tetapi setelah diimplementasikan di trayek Majalaya-Cicalengka masih terdapat beberapa masalah diantaranya hanya sebagian pengusaha di trayek tersebut yang sudah melaksanakan kewajiban berbadan hukum. Penelitian ini bertujuan untuk mengetahui bagaimana implentasi kebijakan peraturan Bupati Bandung tentang perusahaan angkutan umum harus berbadan hukum, khususnya trayek Majalaya-Cicalengka dan untuk mengetahui hambatanhambatan serta upaya untuk mengatasi hambatan tersebut. Penelitian ini terdiri dari satu variabel, yaitu implementasi kebijakan sebagai variable tunggal. Penulis menggunakan teori Van Metter dan Van Horn dimana implementasi kebijakan dipengaruhi oleh enam dimensi yaitu: (1) Ukuran dan tujuan kebijakan, (2) sumber daya, (3) hubungan antar organisasi, (4) karakteristik agen pelaksana, (5) sikap para pelaksana, (6) lingkungan sosial, ekonomi dan politik. Metode Penelitian ini termasuk dalam penelitian kualitatif deskriptif dengan jenis studi kasus, jenis data yang digunakan adalah primer dan sekunder, teknik pengumpulan data menggunakan observasi, wawancara dan dokumentasi. Informan penelitian ini adalah Dinas Perhubungan Kabupaten Bandung, Organda trayek Majalaya-Cicalengka, Koperasi dan Pengusaha angkutan umum trayek Majalaya-Cicalengka. Berdasarkan penelitian diperoleh hasil bahwa implementasi kebijakan perusahaan angkutan umum harus berbadan hukum di trayek MajalayaCicalengka belum berjalan dengan baik. Kendala dalam implementasi kebijakan yaitu pengusaha terbeban oleh biaya bea balik nama, kurangnya komunikasi kepada pengusaha angkutan. Upaya yang dilakukan adalah membebaskan biaya bea balik nama pada momen tertentu dan memberikan sosialisasi secara mendalam kepada pengusaha angkutan umumnya secara langsung. Public transport as well as a tool of regional income in view of taxes imposed to public transport, so that the role of government should be set up on public transport order. Bandung District issued a policy on public transport company rules must be incorporated in order to arrange the transport order. However, once implemented in the trajectory Majalaya-Cicalengka there are still some problems such as only some businessmen in the stretch that has been carrying out the obligations incorporated. This study aims to determine how implentasi Bandung Regent regulatory policy on public transport company to be incorporated, in particular stretchCicalengka Majalaya and to identify constraints and efforts to overcome these obstacles. The study consists of one variable, namely the implementation of the policy as a single variable. The author uses the theory of Van Metter and Van Horn in which policy implementation is affected by six dimensions: (1) Size and policy objectives, (2) resources, (3) the relationship between the organization, (4) the characteristics of the executing agency, (5) the attitude of the implementers, (6) social, economic and political. Method This study is included in a descriptive qualitative research with case study type, the type of data used are primary and secondary data collection techniques using observation, interview and documentation. The informants are Bandung District Department of Transportation, Organda stretch MajalayaCicalengka, Cooperative and Entrepreneur public transit route MajalayaCicalengka. Based on the research results that the public transport company policy implementation should be incorporated in the trajectory Majalaya-Cicalengka not run well. Obstacles in the implementation of policies that employers burdened by coststransfer tax, the lack of communication to the transport entrepreneurs. Efforts is waive the transfer tax at a certain moment and provide socialization in depth to the generally direct transport entrepreneurs
