Abstract

Zakat is one of the concepts in Islam to welfare the people. surely the purpose of the zakat must be in accordance with what is in the Qur'an and the Sunnah. But in reality today zakat has not been able to overcome the problems of the ummah in economic terms. More than that zakat is a discourse that continues to evolve along with the development of the times in order to achieve the welfare. A contemporary Muslim scholar, Fazlur Rahman, tries to interpret the zakat so that the purpose and objectives are achieved with the conditions of the present day. Fazlur Rahman uses a Double Movement method to trace the verses of the zakat. The purpose of this thesis is to reveal and analyze Fazlur Rahman's thoughts on reinterpreting zakat and making zakat as tax. Also reveal the moral ideal of the zakat. The reinterpretation of zakat using the double movement method, it will create zakat according to the ideal moral that the essence of zakat is ordering us to be established and not miserable in helping others. The method used in this paper is a research library with the main source of works by Fazlur Rahman and secondary sources of books on zakat. The approach used in this paper is a double movement method introduced by Fazlur Rahman. The results of this study are behind the determination of the zakat, Fazlur Rahman wants to inform that zakat is God's command to all Muslim to become established or at least get out of the musta>hik in a productive way so that the welfare of the people can be achieved. We can see the productiveness of the transformation of zakat from the spiritual dimension to the social dimension. In the social dimension it can be seen returning to the time of the Muhammad SAW until now in the management of zakat. As soon as we are established, the spiritual dimension is to keep us from being miserly towards others.At least there are several important points from the ideal moral implications of zakat in order to achieve the productivity of the people. The important points are a review of the management of zakat which includes the manager of zakat, management, recipients and benefits, measure and time. Some of these points can be transformed with the current conditions to achieve the moral ideal of zakat.
