Abstract

ENGLISH Interest the authors background of the congestion that was never resolved, misuse of public facilities. Local regulation has clearly prohibits using public facilities for trade. However, to date in the implementation still has many obstacles to achive goals. The purpose of this study is to determine the PKL control policy implementation in the region Dayeuhkolot, to determine the factors that hinder the achievement of policy implementation , and to find solutions to problems of policy implementation processes controlling street vendors Dayeuhkolot. The study refers to the theory of Van Meter and Van Horn says the success and failure of policy implementation can be analyzed through several dimensions, namely size and policy objectives, Resources, Managing Agent characteristics, attitude / tendency of the executive, inter-organizational communication and implementation activities, Environmental Economics, Social and political. The method used is a qualitative method. This research used descriptive qualitative method shaped words, sentences, schematics and photos. For informations,the authors observations, secondary data, photos and interviews with informants. The research was based on the first formulation that is made from the stage of implementation guidance, supervision, and regulation and compliance result with the theory of Van Meter and Van Horn. The second formulation, the bottleneck is the difficulity of dealing with street vendors guess, lack of human resources and less stringent than the government, relocation is not strategic, and so on. The third formulation, the solution tho these problems is to supervision a regular basis against the street vendors, and so forth. The results of research conducted which turned out to be the implementation of the policy is not optimally and less effective. Special attention is actually the supervision that must do and the apparatus firmly in the implementation of regulations. INDONESIA Latarbelakang ketertarikan penulis terhadap kemacetan yang tidak pernah teratasi, penyalahgunaan fasilitas umum. Peraturan Daerah jelas melarang menggunakan fasilitas umum untuk berdagang. Namun sampai saat ini dalam pelaksanaannya masih memiliki banyak hambatan dalam mencapai tujuan. Tujuan penelitian ini yaitu untuk mengetahui implementasi kebijakan penertiban PKL di kawasan Dayeuhkolot, untuk mengetahui faktor-faktor menghambat dalam pencapaian implementasi kebijakan, dan untuk mengetahui solusi terhadap masalah implementasi kebijakan penertiban PKL di Dayeuhkolot. Penelitian ini mengacu kepada teori Van Meter dan Van Horn yang mengatakan keberhasilan dan kegagalan pelaksanaan kebijakan dapat dianalisis melalui beberapa dimensi yaitu Ukuran dan Tujuan Kebijakan, Sumber Daya, Karakteristik Agen Pelaksana, Sikap/Kecenderungan para Pelaksana, Komunikasi Antarorganisasi dan Aktivitas Pelaksana, Lingkungan Ekonomi, Sosial, dan Politik. Metode yang digunakan adalah metode kualitatif. Penelitian ini menggunakan pendekatan kualitatif deskriptif yang berbentuk kata, kalimat, skema dan gambar. Untuk memperoleh informasi, penulis melakukan observasi, data sekunder, foto maupun wawancara dengan informan. Penelitian ini berdasarkan rumusan pertama yaitu implementasi dilakukan dengan tahap pembinaan, pengawasan dan penataan serta hasil kesesuaian dengan teori Van Meter dan Van Horn. Rumusan kedua, hambatan dalam menangani para PKL, minimnya SDM yang berkualitas dan kurang tegas dari pihak pemerintah, relokasi yang tidak strategis dan sebagainya. Rumusan ketiga, solusi dalam menghadapi masalah tersebut yaitu melakukan pengawasan secara rutin terhadap para PKL dan sebagainya. Hasil penelitian yang dilakukan ternyata implementasi kebijakan tersebut belum berjalan secara optimal dan kurang efektif. Perhatian khusus sebenarnya adalah pengawasan yang harus terus dilakukan dan aparat tegas dalam melaksanakan peraturan.
