Abstract

INDONESIA belum terlaksana dengan baik hal ini terlihat di lapangan yang seharusnya dalam penataan ruang tersebut dijadikan ruang penghijauan, resapan air, dan drainase, tetapi malah dijadikan permukiman padat penduduk, banyaknya bantaran-bantaran sungai yang dibangun sehingga mengakibatkan sungai menjadi sempit. Selain itu dari berbagai pihak dalam pengendalian dan pengawasannya juga kurang sehingga tidak berjalan dengan baik sebagaimana fungsi dan tujuan dari penataan ruang itu sendiri. Demikian pula kinerja dari dinas tersebut belum efektif dengan terjadinya permasalahan banjir yang terjadi di kecamatan Baleendah, yang menyebabkan masyarakat harus mengungsi. Dalam penelitian ini penulis menggunakan teori Nia K. Pontoh dan Iwan Kustiwan (2009: 336) dalam bukunya yang berjudul “Pengantar Perencanaan Perkotaan”, beberapa ketentuan: Jangka Waktu, Fungsi, dan Manfaat serta teori David Krech, Richard S. Cruthfied dan Egerton L. Ballachey yang dikutip oleh Danim (2012: 119) dalam bukunya yang berjudul “Motivasi Kepemimpinan & Efektivitas Kelompok”, memberikan jabaran tentang ukuran efektivitas diantaranya: Jumlah hasil yang bisa dikeluarkan oleh kelompok, Tingkat kepuasan yang diperoleh oleh anggota kelompok, Produk kreatif kelompok, dan Intensitas emosi yang dicapai oleh seseorang karena dia menjadi anggota kelompok. Penelitian ini menggunakan pendekatan kuantitatif assosiatif dengan hubungan kausal, dan dilakukan teknik Nonprobability Sampling atau Sampling Jenuh. Teknik pengumpulan data yang digunakan adalah angket dengan alternatif jawaban lima pilihan. Data yang dikumpulkan dianalisis dengan teknik statistk dengan analisis regresi linier sederhana, analisis regresi linier berganda, Uji T (parsial), Uji F (simultan), dan koefisien determinasi. Hasil perhitungan menunjukan bahwa, terdapat pengaruh tingkat jangka waktu terhadap efektivitas penanganan banjir sebesar 47,17% dan sisanya 52,83%. Terdapat pengaruh tingkat fungsi terhadap efektivitas penanganan banjir sebesar 35,47% dan sisanya 64,53%. Terdapat pengaruh tingkat manfaat terhadap efektivitas penanganan banjir sebesar 32,42% dan sisanya 67,58%. Hasil penelitian pengaruh perencanaan tata ruang wilayah terhadap efektivitas penanganan banjir di Kabupaten Bandung dengan nilai koefisien determinasi sebesar 82,9% dan sisanya sebesar 17,19% dipengaruhi atau dijelaskan oleh variabel lain yang tidak diteliti oleh penulis. ENGLISH Spatial arrangement in Bandung regency, especially in Baleendah sub-district has not been done well. It is seen in the field that should be in the spatial arrangement used as greening room, water absorption, and drainage, but instead made densely populated settlements, a lot of river banks built so as to cause the river becomes narrow. In addition, from various parties in the control and supervision is also less so that it does not run well as the function and purpose of the spatial arrangement itself. Thus, the performance of the official has not been effective with the occurrence of flood problems that occurred in the Baleendah sub-district, which causes people to evacuate. In this research the author uses the theory of Nia K. Pontoh and Iwan Kustiwan (2009: 336) in their book entitled "Pengantar Perencanaan Perkotaan", several provisions: Duration, Function, and Benefits also the theory of David Krech, Richard S. Cruthfied and Egerton L Ballachey quoted by Danim (2012: 119) in his book "Motivasi Kepemimpinan & Efektivitas Kelompok", confers a description of the effectiveness of the measures: The number of outcomes that can be excluded by the group, the level of satisfaction gained by group members, the group creative products, And the emotional intensity that a person achieves because he belongs to a group. This research uses quantitative associative approach with causal relation, and the technique of Nonprobability Sampling or Saturated Sampling. The data collection technique used was a questionnaire with five alternative answers. The data collected were analyzed by statistic technique with simple linear regression analysis, multiple linear regression analysis, T test (partial), F test (simultaneous), and coefficient of determination. The result of calculation shows that there is influence of time period to effectivity of flood handling 47.17% and the remaining 52.83%. The effect of functional level on effectiveness of flood handling is 35.47% and the remaining 64.53%. There is influence of the level of benefits to the effectiveness of flood handling of 32.42% and the remaining 67.58%. Result of research influence of spatial planning of area to effectivity of flood handling in Bandung Regency with coefficient of determination equal to 82.9% and the remaining 17.19% influenced or explained by other variable not examined by author.
