Abstract

INDONESIA : “Efektivitas Pelayanan Pemberian Izin Mendirikan Bangunan di Kantor Kecamatan Jatinangor” ini akan dibahas mengenai Efektivitas Pelayanan Pemberian Izin Mendirikan Bangunan, tata cara pengurusan Izin Mendirikan Bangunan, persyaratan administrasi permohonan Izin Mendirikan Bangunan, pemberian Izin Mendirikan Bangunan, Proses Penerbitan IMB, Pembatalan IMB, dan faktor-faktor yang mempengaruhi dalam proses memberikan pelayanan IMB. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Adapun teknik pengumpulan data yang digunakan adalah observasi, wawancara dan studi pustaka. Pihak-pihak yang dijadikan informan dalam penelitian ini adalah pihak Camat Jatinangor, Kepala Seksi Pelayanan Umum Kecamatan Jatinangor, dan Kepala Desa atau Sekretaris Desa di Kecamatan Jatinangor. Permasalahan dalam penelitian ini yaitu kurang . efektifnya pelayanan yang diberikan oleh aparatur pemerintah kepada masyarakat dalam pengurusan Izin Mendirikan Bangunan di Kantor Kecamatan Jatinangor, dimana masih terdapat prosedur yang tidak jelas dan susah dipahami oleh masyarakat, serta kurangnya sosialisasi tentang Izin Mendirikan Bangunan dari aparat selaku abdi negara dan abdi masyarakat yang belum merata. Pelayanan itu bisa efektif apabila kemampuan aparatur pemerintah berperan penting dalam hal baik buruk kemampuan aparatur pemerintah. Hal itu dapat dilihat dari berbagai macam pandangan baik itu dari segi pendidikan, jenjang pelatihan, jabatan, sarana dan prasarana ataupun lain sebagainya. Hasil penelitian ini ditemukan untuk pelayanan yang diberikan oleh aparatur pemerintah kepada masyarakat belum cukup baik, terlihat dari alur prosedur pembuatan Izin Mendirikan Bangunan yang belum sederhana, terlepas hal itu di Kecamatan Jatinangor mengenai Izin Mendirikan Bangunan itu makin tahun makin bertambah, walaupun tidak terlalu banyak serta masih terdapat kendala-kendala yang dihadapi oleh aparatur pemerintahan dalam pemberian pelayanan berupa masih kurangnya sarana dan prasarana. ENGLISH : This “The Effectiveness of Giving Building Permit Service in Jatinangor District Office” will be about The Effectiveness, the Procedure, the Administrative Requirements, the Distribution, Publishing Process, Cancellation and other factors that can affected in the process of Giving Building Permit Service. This research is using Qualitative Method with Descriptive Approach. The data collection technique used is observation, interview and literature review. The Sides that become source of this research is the Jatinangor District Head’s side, Head of Jatinangor District Public Service Section and Chief or Jatinangor District Village Secretary. The problems in this research is less-giving service effectiveness by the government apparatus to customer of managing Building Permit in Jatinangor District Office, where there is still unclear and difficult procedure that hard to understand by the customer, and less socialization about Building Permit from the apparatus as the State Servants and unequal public servants. The Service can be effective if the capability of the government apparatus plays an important roles in terms of good-bad ability. It can be seen in various views whether in terms of education, training levels, positions, facilities and infrastructure or other things. The result of this research invented for a better service given by government apparatus to society, seen from the flow of the procedure of making Building Permit that has not been simple, irrespective from that, in Jatinangor District concerning Building Permit it increasingly from year to year, although it doesn’t have that much and obstacle faced by the government apparatus in giving service is still lack of facilities and infrastructure.
