Abstract

The effectiveness of waste management is important where the community is involved in understanding about the dangers as well as the economic value of waste. The purpose of this research is to know the extent to which the effectiveness of the programs which have been proclaimed in Cianjur under the supervision of the Environmental and Hygiene Department, based on data about the target audience and its realization in 2014-2018. Waste management in Cianjur district regulation number 07 of 2012 concerning levies for garbage/ cleaning services, provision of service and/ or desludging of latrines, funeral and retribusion for corpses. This is set in page 5 number 15 waste management is a systematic, comprehensive and sustainable activity that includes planning, reducing and handling waste. Waste management effectiveness research aims to know the process of implementation of the effectiveness of waste management by the Department of the Environment and Hygiene Cianjur, to find out the factors obstructing increase Effectiveness Waste Management, reducing the effort to find out the problems that exist in the service of the environment and hygiene. The goals is to find out how effective waste management is in reducing and making waste as something that can be something that has economic value. The theory used is budiani, a budiani theory posited that: right on target program, socialization program, the goal of the program, monitoring of program. This method uses a qualitative method with descriptive approach. The focus of research in Cianjur where the location of research is in the Department of the Environment and Hygiene Cianjur, researchers use data source was the target and realization in 2014-2018 with data collection techniques used are observation and analysis of data collection as well as do interviews structured. Based on the results of the research showed that the effectiveness of waste management in Cianjur yet right on target that is expected, from the source is still not effective sort out the appropriate type as for the target of the Government's program has not been realized constrained by the available budget.
