Abstract
This research is based on the novel is a literary work that contains social values in it, which the author wants to give a little amount of social counsel at that time that the hegemony of a social class or a hegemony as described in the novel Ninety Eighty Four by George Orwell. The purpose of the research is consists to understand the hegemony political party and to understand the effects of hegemony to the dominated class in the Ninety Eighty Four. To achieve these objectives, this research uses descriptive analytic method. Descriptive analytic method is done by describing the utterances which then followed by the analysis. Based on the analysis, the authors found the results of the study as follows: First, in George Orwell's 1984 novel, the phenomenon of hegemonic action by the government was discovered. In this case, the government exploits its power by making strict regulations from all its aspects. For example, the government always keeps an eye on every movement of its people at all times, organizes every outstanding note, arranges the food ration of every society, even in very personal terms such as sexual intercourse did not escape the target of the hegemony of government power at the time. Second, the impact of the government hegemony that fully regulates every activity of the community, it affects the behavior of everyday people who always feel constrained and always feel scared because it is always watched wherever they are. In addition, indirectly make the community itself is in ignorance. Because every note they read is wrong, and the previous records have been altered and justified before they are circulated. However, the society at that time was forced to accept all the rules and the will of the party because if they oppose it will be punished.
