Abstract
INDONESIA : Pendidikan Islam pada periode Orde Lama sampai memasuki awal Orde Baru eksistensi pendidikan Islam mengalami ketertinggalan di bandingkan dengan pendidikan umum. Pada masa itu muncul dualisme dan dikotomi pendidikan di masyarakat Indonesia ada yang disebut Pendidikan Islam yang dikelola dibawah Departemen Agama, ada yang disebut pendidikan umum yang dikelola dibawah departemen Pendidikan dan Kebudayaan. Kemudian pemerinhtah Orde Baru berupaya mengurangi dualisme pendidikan secara nasional dengan mengintegrasikan ke dalam sistem pendidikan Nasional melalui Ketetapan MPR,Keputusan Presiden, Surat Keputusan Bersam Menteri, sampai Undang-Undang Sistem Pendidikan Nasional. Tujuan penelitian ini untuk menganalisis eksistensi pendidikan Islam Pra Orde Baru, untuk mendeskripsikan proses implementasi integrasi Pendidikan Islam ke dalam Sistem Pendidikan Nasional pada masa Orde Baru tahun 1967-1989, dan untuk memperoleh gambaran implikasi integrasi Pendidikan Islam ke dalam Sistem Pendidikan Nasional pada masa Orde Baru di Indonesia tahun 1967-1989. Landasan teori dalam penelitian ini menggunakan analisis teori sosial kebijakan publik bidang pendidikan. Analisis teori sosial digunakan sebagai kerangka teoritik untuk membahas aspek kebijakan integrasi pendidikan Islam kedalam Sistem Pendidikan Nasional pada masa Orde Baru tahun 1967-1989. Penelitian ini dilakukan dengan metode penelitian sejarah (metode historis)dengan langkah-langkah meliputi: heuristik, kritik, interpretasi, dan historiografi. Proses integrasi Pendidikan Islam dalam Sistem Pendidikan Nasional pada masa Orde Baru, diawali melalui pemetaan konsep pendidikan Islam dan pendidikan Nasional. Integrasi pendidikan adalah peroses penyesuaian antara unsur-unsur yang saling berbeda sehingga mencapai suatu keserasian fungsi dalam pendidikan yang berimplikasi positif. Lembaga Pendidikan Islam dikembangkan dalam rangka pemerataan kesempatan dan peningkatan kualitas pendidikan dengan berlandaskan Pancasila dan UUD 1945, religius al-Quran-Hadits, dan landasan Sosial Psychologis. Berdasarkan hasil penelitian dan pembahasan dapat disimpulkan sebagai berikut; eksistensi pendidikan Islam telah berlangsung sejak Islam masuk ke Indonesia, Implementasi integrasi Pendidikan Islam ke dalam Sistem Pendidikan Nasional pada masa Orde Baru tahun 1967-1989, dilakukan melalui pendidikan Islam sebagai mata pelajaran di Sekolah umum, Pendidikan Islam sebaga lembaga pendidikan yang legal di Indonesia, Ijazah Madrasah Ibtidaiyah (MI), Madrasah Tsanawiyah (MTs), Madrasah Aliyah (MA), dan Pendidikan Guru Agama Negeri (PGAN) disetarakan berdasarkan Surat Keputusan Bersama (SKB) 3 Menteri tahun 1975, sehingga pendidikan Islam termasuk dalm Sistem Pendidikan Nasional pada Masa Orde Baru di Indonesia. ENGLISH: Islamic education in the period of the old order until the beginning of the new order of existence of Islamic education lagged compared to general education. At that time dualism emerged and the education dichotomy in Indonesian society was called the Islamic Education which was managed under the Department of Religion, there was something called General Education which was managed under the Department of Education and Culture. Then the new order government sought to reduce the dualism and education dichotomy nationally by integrating into the National education system through the MPR Decree, Presidential Decree, Ministerial Decree, until the National Education System Act. The purpose of this study was to analyze the existence of new Pre-Order Islamic education in Indonesia, to describe the process of implementing the integration of Islamic Education into the National Education system during the New Order in Indonesia in 1967-1989, and to get an overview of the implications of the integration of Islamic Education into the Education System National during the New Order in Indonesia in 1967-1989. The foundation of the theory in the discussion of the results of this study uses social theory analysis of public policy in the field of education. Social theory analysis is used as a theoretical framework to discuss aspects of the integration of Islamic education policy into the National education system in Indonesia during the New Order period of 1967-1989. This research was conducted with historical research methods (historical methods) with steps including heuristics, criticism,interpretation, and historiography. The process of integration of Islamic Education in the National Education system during the New Order in Indonesia in 1967-1989, began through mapping the concept of Islamic education and national education in Indonesia. Educational integration is the process of adjusting between different elements so as to achieve a harmonious function in education which has positive implications. Islamic education institutions must be developed in order to equalize opportunities and improve the quality of education based on Pancasila and the 1945 Constitution, religious al-Quran-Hadith, and psychological social foundation. Thus it can be concluded that; the existence of education took place since Islam entered Indonesia, the implementation of the integration of Islamic Education into the National Education System during the New Order in Indonesia in 1967-1989, carried out through Islamic education as a subject in public schools, Islamic education as a legal education institution in Indonesia, the certificates of Madrasah Ibtidaiyah (MI), Madrasah Tsanawiyah (MTs), Madrasah Aliyah (MA),and Pendidikan Guru Agama Negeri (PGAN) are equated based on the Surat Keputusan Bersama (SKB) of 3 Ministers in 1975 so that they are included in the New Order National Education System in Indonesia.
