Abstract

INDONESIA Penelitian ini didasarkan pada fenomena Koperasi yang masih menghadapi hambatan atau kendala seperti kurangnya permodalan, kurangnya pelatihan, dan terbatasnya akses jaringan usaha. Dengan adanya hambatan atau kendala tersebut pada akhirnya belum dapat mendukung bagi perkembangan Koperasi dalam memberikan kontribusi yang cukup besar terhadap pembangunan ekonomi, produk nasional, peningkatan ekspor, perluasan kesempatan kerja, berwirausaha, serta peningkatan dan pemerataan pendapatan. Tujuan dari penelitian yang dilakukan oleh peneliti ini adalah untuk mengetahui apa saja peranan Dinas Koperasi dan Usaha Kecil Provinsi Jawa Barat dalam pembinaan yang diberikan kepada Koperasi-koperasi yang ada di Jawa Barat, kebijakan yang diberikan serta kendala-kendala yang dihadapi dan solusi yang dibuat. Metode penelitian menggunakan metode kualitatif dengan deskriptif, Teknik pengumpulan data yang digunakan adalah wawancara pada pelaksana pembinaan koperasi yaitu Dinas Koperasi dan kepada responden yaitu penerima fasilitasi dari Dinas Koperasi dan studi pustaka. Teknik pengumpulan data menggunakan Observasi dan analisis reduksi data, penyajian data, menarik kesimpulan atau verifikasi untuk penyederhanaan, transformasi data, kebenarannya dan kecocokannya (validitas). Berdasarkan hasil penelitian yang dilakukan, terbagi atas 4 kali survei, yakni survei terhadap Bidang Dinas Koperasi (Bidang Kelembagaan, Pemberdayaan, dan Pemeriksaan Pengawasan Koperasi), UPTD Badiklatkop, BP2D, serta koperasi yang di bina, penelitian melihat pada aspek Diklat, Permodalan, Manajemen, serta Action Research (Litbang). Dapat disimpulkan bahwa pembinaan yang dilakukan oleh Dinas Koperasi dan Usaha Kecil Provinsi Jawa Barat belum optimal, dikarenakan meskipun telah diselenggarakannya program untuk Koperasi, namun masih adanya kekurangan yang didapat, seperti tidak adanya riset khusus untuk koperasi sehingga tidak dapat dianalisis lebih dalam pembinaan yang sesuai dengan kebutuhan koperasi saat ini, masih adanya koperasi yang tidak berpartisipasi dalam kegiatan diklat, banyaknya koperasi yang tidak aktif (tidak RAT, menghilang begitu saja), serta adanya koperasi yang bermasalah sangat fatal seperti Koperasi Jasa dan Hukum (Kopjaskum), dan upaya kegiatan pengembangan Koperasi lainnya yang masih bersifat monoton. ENGLISH This research is based on the phenomenon of cooperatives that still face obstacles or constraints such as lack of capital, lack of training, and limited access to business networks. With these obstacles or obstacles in the end it has not been able to support the development of cooperatives in making a significant contribution to economic development, national products, increasing exports, expanding employment opportunities, entrepreneurship, as well as increasing and equitable distribution of income. The purpose of the research conducted by this researcher is to study the roles of the West Java Province Cooperatives and Small Business Service in the guidance given to cooperatives in West Java, the policies provided and the necessary improvements and solutions made. The research method uses qualitative methods with descriptive, data collection techniques used are interviews with implementing co-operative coaching that is the Office of Cooperatives and to respondents namely recipients of facilitation from the Office of Cooperatives and literature study. Data collection techniques using observation and analysis of data reduction, data presentation, drawing conclusions or verification for simplification, transformation of data, its validity and compatibility (validity). Based on the results of research conducted, divided into 4 surveys, namely a survey of the Department of Cooperatives (Institutional, Empowerment, and Cooperative Supervision Examination), UPTD Badiklatkop, BP2D, as well as cooperatives developed, research looked at aspects of Training, Capital, Management , and Action Research (R&D). It can be concluded that the coaching conducted by the Department of Cooperatives and Small Business in West Java Province has not been optimal, because despite the holding of the program for cooperatives, there are still shortcomings, such as the absence of specific research for cooperatives so that it cannot be analyzed more in coaching according to cooperative needs at this time, there are still cooperatives that do not participate in education and training activities, many cooperatives that are not active (not RAT, just disappear), as well as the existence of cooperatives with fatal problems such as Cooperatives Services and Law, and efforts to develop cooperative activities others are still monotonous.
