Abstract

INDONESIA: Kabupaten Cianjur merupakan salah satu kabupaten di Indonesia yang masyarakatnya merupakan mayoritas muslim. Hal tersebut tidak terlepas dari rangkaian sejarah kabupaten Cianjur yang tidak lepas dari Islam dan keislaman. Tiga tahun selepas Orde Baru runtuh yaitu tahun 2001, Kabupaten Cianjur melalui Otonomi Daerah menggulirkan sebuah kebijakan yang kontropersial yaitu dengan sebuah program yang dinamainya dengan Gerbang Marhamah (Gerakan Pembangunan Masyarakat Berakhlakul Karimah). Program tersebut dianggap kontropersial sebab kerap dianggap sebagai konsep pendirian syari’at Islam yang tentunya bertentangan dengan hukum dan perundang-undangan yang beraku di negara Indonesia. Namun demikian bahwa dalam aplikasinya Gerbang Marhamah hanyalah sebuah kearifan lokal yang didasarkan pada nilai-nilai syari’at Islam tentang akhlak dan muamalah. Berdasarkan uraian di atas, terdapat beberapa rumusan masalah sebagai berikut, pertama, bagaimana Konsep Gerbang Marhamah di Cianjur; kedua, bagaimana Dinamika Implentasi Gerbang Marhamah di Cianjur Tahun 2001-2018. Penelitian ini bertujuan untuk mengetahui bagaimana Konsep Gerbang Marhamah di Cianjur dan bagaimana Dinamika Implentasi Gerbang Marhamah di Cianjur Tahun 2001-2018. Metode yang digunakan dalam penelitian ini adalah metode penelitian sejarah yang dilakukan dengan empat tahapan yaitu heuristik, kritik, interpretasi, dan historiografi. Adapun landasan teoritis yang digunakan adalah teori perubahan sosial dalam masyarakat Islam yang digagas oleh Yusuf Qardhawi. Berdasarkan penelitian disimpulkan bahwa, pertama, konsep Gerbang Marhamah merupakan sebuah konsep tata nilai syari’at Islam dimana dinamika dan implementasinya memposisikan khusus menyoal ranah akhlak dan muamalah yang terbatas. Muamalah terbatas adalah sebuah implemetasi yang terbatas pada penjabaran perda yang ditindaklanjuti oleh peraturan Bupati, yang disesuaikan dengan program Bupati, bukan konsep muamalah sebagaimana konteks syariat Islam secara keseluruhan; Kedua, Dinamika Implementasi Gerbang Marhamah di sandarkan pada masa Bupati Wasidi Suwastomo, Gerbang Marhamah yang masih berupa sosialisasi dan tahapan menuju payung hukum, tidak lepas dari dinamika dan implemenasinya. Pada masa Bupati Tjetjep Muhtar Soleh, keberadaan Gerbang Marhamah bisa menjadi titik tolak dan tolak ukur secara politis. Oleh karenanya pada masa bupati Tjetjep Muchar Soleh ini keberadaan Gerbang Marhamah pada periode awal sudah diterapkan menjadi sebuah perda. Pada masa Bupati Irvan Rivano dan PLT Herman Suherman pada masa ini telah berhasil mengaflikasikan berbagai macam implementasi Gerbang Marhamah, yang terejawantahkan dalam 7 program keagamaan. ENGLISH: Cianjur Regency is one of the districts in Indonesia where the majority of the population is Muslim. This is inseparable from the historical series of Cianjur regency that is inseparable from Islam and Islam. Three years after the New Order collapsed in 2001, Cianjur Regency through Regional Autonomy rolled out a contropercial policy with a program called the Gate of Marhamah (Movement for the Development of the Community with the Karimah Endowment). The program is considered to be contro-commercial because it is often seen as the concept of establishing Islamic sharia, which is of course contrary to the laws and regulations that apply in Indonesia. However, in its application the Gate of Marhamah is only a local wisdom based on Islamic sharia values about morals and practice. Based on the description above, there are several problem formulations as follows. The first, how the concept of the Gate of Marhamah in Cianjur. Second, how is the Dynamics of the Marhamah Gate Implementation Cianjur in 2001-2018. This study aims to determine how the concept of the Gate of Marhamah in Cianjur and how the Dynamics of the Implementation of the Gate of Marhamah Cianjur in 2001-2018. The method used in this study is a historical research method which is carried out with four stages, namely heuristics, criticism, interpretation, and historiography. The theoretical basis used is the theory of social change in Islamic societies initiated by Yusuf Qardhawi. Based on the research it was concluded that. The first, the concept of the Gate of Marhamah is a concept of Islamic sharia values where the dynamics and implementation specifically position the moral realm and practice. Limited practice is an implementation that is limited to the elucidation of local regulations which is followed up by regent regulations, which are adjusted to the B regent's program, not the concept of practice as the context of Islamic law as a whole. Second, the Dynamics of the Implementation of the Marhamah Gate rested during the Wasidi Suwastomo Regent, the Marhamah Gate which was still in the form of socialization and stages towards Constitution, was inseparable from its dynamics and implementation. During the time of Tjetjep Muhtar Soleh, the existence of the Marhamah Gate could be a starting point and a political benchmark. Therefore, at the time of Tjetjep regent Muchar Soleh, the existence of the Marhamah Gate in the early period was already implemented as a regional regulation. During the time of the Regents, Irvan Rivano and executor leader's duty Herman Suherman in this period succeeded in applying various kinds of Marhamah Gates, which were manifested in seven religious programs.
