Abstract

INDONESIA : Penelitian ini di latarbelakangi dengan andanya proses reformasi birokasi yang di laksanakan di Indonesia, sejauh ini dalam mengukur keberhasilan suatu organisasi setiap pemerintahan menggunakan IKU, tekhusus di lingkungan kecamatan Mandalajati yang merupakan SKPD yang ada di daerah Kota Bandung, dalam IKU kecamatan mandalajati terdapat dua sasaran utama yaitu pelayanan atau IKM, dan pemberdayaan, adapun permasalahan yang peneliti temukan yaitu setiap tahun IKU kecamatan Mandalajati selalu tercapai, terkhusus tahun 2018 melebihi target sasaran, Tujuan peneliti ini adalah yaitu untuk mengetahui bagaimana implementasi kebijakan indicator kinerja utama di lingkungan Kecamatan Mandalajati ini berjalan dengan semestinya. Metodologi yang di lakukan dalam penelitian ini menggunakan jenis penelitian Kualitatif pendekatan deskriptif, pengambilan data dengan menggunakan tekhnik trigulasi, observasi, wawancara dan dokumentasi dengan narasumber berjumlah 9 orang. Teori yang di gunakan dalam penelitian ini yaitu teori implementasi Van metter van horn yang terdapat 6 dimensi yaitu, ukuran dan tujuan kebijakan, sumberdaya, karakteristik organisasi, komunikasi antar organisasi, disposisi, dan lingkungan sosial politik dan ekonomi. Dari hasil penelitian dapat di ketahui bahwa ketercapaian IKU di pengaruhi oleh adanya kesinambungan koordinasi dari atas kebawah dan dari bawah ke atas antara camat dengan kasi kasi dan kelurahan serta adanya kepercayaan daripada masyarakat terhadap pemerintah, dengan kekurangan nya yaitu kurang sosialisasi kepada masyarakat ENGLISH : This research is against the background of the bureaucratic reform process carried out in Indonesia, so far in measuring the success of an organization every government uses IKU, specifically in the Mandalajati sub-district environment which is a SKPD in the Bandung City area, in the IKU the Mandalajati sub-district there are two main targets namely service or IKM, and empowerment, while the problem that researchers find is that every year the KPI of Mandalajati sub-district is always achieved, especially in 2018 exceeding the target, The aim of this research is to find out how the implementation of the main performance indicator policies in the Mandalajati sub-district environment is proceeding properly. The methodology used in this study uses descriptive qualitative research approach, data collection using trigulation techniques, observation, interviews and documentation with 9 speakers. The theory used in this study is the theory of implementation of Van metter van horn which has 6 dimensions, namely, the size and objectives of the policy, resources, organizational characteristics, communication between organizations, dispositions, and the socio-political and economic environment. From the results of the study it can be seen that the achievement of IKU is influenced by the continuation of coordination from the top down and from the bottom up between the camat and the village head and the trust of the community towards the government, with its shortcomings, namely lack of socialization to the community
