Abstract

INDONESIA : Penelitian ini mengkaji mengenai aktivitas media relations Kepolisian Resor (Polres) Ciamis melalui pendekatan formal dan informal. Penelitian ini dilatar belakangi karena media massa memiliki peran yang strategis untuk membantu tugas Polres Ciamis dalam menjaga ketertiban dan keamanan melalui berita positif yang dimuat dalam media massa oleh karenanya Polres Ciamis perlu melakukan pendekatan baik itu secara formal ataupun informal agar media massa bisa menjadi mitra kerja bagi Polres Ciamis dalam memberikan berita yang positif kepada publik. Penelitian ini bertujuan untuk memberikan gambaran mengenai aktivitas media relations Kepolisian Resor (Polres) Ciamis melalui pendekatan formal dan informal. Penelitian ini didasarkan pada tiga model komunikasi PR yang dikemukakan oleh Grunning and Hunt yaitu 1) model public informations 2) two way communications Asyimmetrical, 3) two way communication syimmetrical. Metode yang digunakan dalam penelitian ini adalah analisis deskriptif karena peneliti perlu mencari tahu dan menganalisis secara mendalam fokus objek yang diteliti untuk memberikan gambaran mengenai realitas objek yang ditemukan dilapangan. Hasil penelitian menunjukan bahwa aktivitas media relations Kepolisian Resor (Polres) Ciamis dilakukan melalui pendekatan formal dan informal. Pendekatan formal dilakukan dalam bentuk press release dan press conference. Press release ditulis menggunakan kaidah penulisan jurnalistik dan dikirimkan kepada media massa melalui grup whatsapp Pokja Ciamis pada saat pra dan pasca terjadinya suatu peristiwa. Release tersebut dikirimkan dalam bentuk file narasi dan video sebagai bentuk pelayanan terhadap media massa sedangkan press conference dilakukan dengan tiga tahapan yaitu 1) perencanaan, berkaitan dengan penentuan narasumber waktu dan koordinasi dengan pihak terkait 2) implemantasi, press conference dilakukan oleh Kapolres sebagai narasumber utama 3) evaluasi dilakukan pada tahap perencanaan, implementasi dan evaluasi terhadap dampak. Pendekatan informal dilakukan dalam tiga bentuk yaitu 1) press luncheon merupakan kegiatan silaturahmi rutin dengan wartawan Pokja yang dilaksanakan setiap bulan 2) press gathering dilakukan dengan mengadakan acara buka puasa bersama rutin setiap tahun untuk menjaga silaturahmi dengan wartawa Pokja. 3) Kontak pribadi, jajaran Polres Ciamis saling bertukar kontak pribadi dengan wartawan untuk memudahkan komunikasi antara keduanya baik itu membahas pekerjaan ataupun hal lain yang tidak ada kaitannya dengan pekerjaan. ENGLISH : This study examines Ciamis Resort Police media relations media activities through formal and informal approaches. This research is motivated because the mass media has a strategic role to assist the task of the Ciamis Regional Police in maintaining order and security through positive news published in the mass media. Therefore the Ciamis Regional Police need to approach both formally and informally so that the mass media can become partners for Ciamis Regional Police in providing positive news to the public. This study aims to provide an overview of Ciamis Resor Police media relations media activities through formal and informal approaches. This research is based on three PR communication models proposed by Grunning and Hunt, namely 1) the public information model 2) two way Asyimmetrical communications, 3) two way communication syimmetrical. The method used in this research is descriptive analysis because researchers need to find out and analyze in depth the focus of the object under study to provide a picture of the reality of objects found in the field. The results showed that the media relations activities of the Ciamis Resor Police were carried out through formal and informal approaches. The formal approach is carried out in the form of press releases and press conferences. Press release are written using journalistic writing conventions and sent to the mass media through the whatsapp group Ciamis Working Group at the pre and post events. The release is sent in the form of narrative and video files as a form of service to the mass media while the press conference is carried out in three stages, namely 1) planning, relating to the determination of the source of time and coordination with related parties 2) implementation, press conference conducted by the Chief of Police as the main source 3 ) evaluation is carried out at the planning, implementation and evaluation stages of impact. The informal approach is carried out in three forms, namely 1) press luncheon is a routine gathering activity with Pokja reporters which is held every month 2) press gathering is carried out by holding regular iftar meetings every year to maintain friendship with Pokja reporters. 3) Personal contact, Ciamis Regional Police officers exchange personal contacts with journalists to facilitate communication between the two, whether discussing work or other matters that have nothing to do with work.
