Abstract

INDONESIA : Berdasarkan Undang-undang No.6 tahun 2014 Pembangunan desa adalah upaya peningkatan kualitas hidup dan kehidupan untuk sebesar-besarnya kesejahteraan masyarakat Desa. Kebutuhan masyarakat yang menjadi prioritas desa diantaranya pembangunan dan pemeliharaan infrastruktur, lingkungan guna menciptakan kenyamanan dan kesejahteraan masyarakat. Pembangunan Desa dilaksanakan oleh pemerintah desa dengan melibatkan seluruh masyarakat desa. Penelitian ini dilatarbelakangi oleh data realisasi APBDes yang tinggi, namun terdapat jalan desa yang rusak. Tujuan penelitian ini untuk mengetahui efektifitas APBDes dalam Pembangunan Desa Sindanglaya dan faktor penghambatnya. Teori yang digunaka dari Emitai Etzioni untuk mengukur efektivitas APBDes dalam pembangunan Desa Sindanglaya berdasarkan dimensi adaptasi, integrasi, motivasi, dan produksi. Peneliti menggunakan metode penelitian kualitatif pendekatan deskriptif. Sumber data primer yang digunakan adalah hasil observasi dan wawancara; data sekunder yang digunakan adalah dokumen LPPD Desa Sindanglaya dan Laporan Realisasi APBDes 2016-2018, naskah Undang-Undang. Teknik pengumpulan data dengan observasi, wawancara, dan dokumentasi. Teknik analisis data yang digunakan adalah model Miles and Hubberman dengan tahapan reduksi, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukkan Efektivitas APBDes dalam pembangunan Desa Sindanglaya Kecamatan Cimenyan Kabupaten Bandung dikatakan efektif. Berdasarkan dimensi adaptasi, integrasi, dan motivasi dapat dikatakan efektif, namun pada dimensi produksi belum efektif; faktor penghambat diantaranya yaitu karakteristik lingkungan, SDM, dan partisipasi masyarakat. ENGLISH : Law No. 6 of 2014 Village development is an effort to improve the quality of life and life for the maximum welfare of the village community. Village Development is carried out by the village government by involving the entire village community. This research is motivated by high APBDes realization data, but there are damaged village roads. The purpose of this study was to determine the effectiveness of the APBDes in Sindanglaya Village development and its inhibiting factors. The theory used by Emitai Etzioni to measure the effectiveness of the APBDes in the development of the Sindanglaya Village based on the dimensions of adaptation, integration, motivation, and production. Researchers used a qualitative research method descriptive approach. Primary data sources used are the results of observations and interviews; Secondary data used are the Sindanglaya Village LPPD document and APBDe 2016-2018. Realization Report, the text of the Law. The data analysis technique used is the Miles and Hubberman model with the stages of reduction, data display, and drawing conclusions. The results of this study indicate the effectiveness of the APBDes in the development of Sindanglaya Village, Cimenyan District, Bandung Regency, is said to be effective. Based on the dimensions of adaptation, integration, and motivation can be said to be effective, but the dimensions of production have not been effective; Inhibiting factors include environmental characteristics, human resources, and community participation.
