Abstract

Tujuan dari penelitian ini yaitu untuk mengetahui dan mendeskripsikan pelaksanaan Penatausahaan Aset Tetap Pada Pemerintah Kabupaten Bandung Barat dan untuk mengetahui upaya-upaya apa saja yang dilakukan Pemerintah Kabupaten Bandung Barat untuk meningkatkan Penatausahaan Aset Tetapnya sehingga penelitian ini nantinya akan memberikan hasil tentang Apakah Penatausahaan Aset Tetap Pada Pemerintah Kabupaten Bandung Barat sudah sesuai dengan Peraturan Menteri Dalam Negeri No 19 Tahun 2016 tentang Pedoman Teknis Pengelolaan Barang Milik Daerah yang mana mencakup pembukuan, inventarisasi juga pelaporan. Sehingga dapat bermanfaat bagi pengelola barang (BPKD Kabupaten Bandung Barat) untuk lebih memperhatikan Pengelolaan Barang Milik Daerah khususnya Aset Tetap agar meningkatkan kualitas pemerintahan yang baik atau good governance. Dalam penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Dalam mengumpulkan data tersebut menggunakan teknik observasi, wawancara, Dokumen-dokumen, Materi audio dan Visual . Serta menggunakan teknis analisis data dengan model Cresswell. Hasil penelitian ini menunjukan bahwa Penatausahaan Aset Tetap yang dilakukan oleh Badan Pengelolaan Keuangan Daerah pemda Kabupaten Bandung Barat dalam pengelolaannya itu menggunakan sistem aplikasi berbasis website online yaitu aplikasi Antisisbada. Dan secara keseluruhan Penatausahaan Barang milik daerah khususnya Aset Tetap yang dilakukan Oleh BPKD Pemerintah Daerah Kabupaten Bandung Barat yang bertugas mengurus barang sebagian besar sudah sesuai dengan peraturan yang telah ditetapkan dari Pembukuan, Inventarisasi, dan Pelaporan yang berdasarkan pemendagri no 19 tahun 2016 tentang pedoman pengelolaan barang milik daerah. Akan tetapi dalam pelaksanaanya belum sepenuhnya maksimal karena terdapat kendala atau hambatan. Adapun upaya-upaya yang dilakukan Pemerintah Kabupaten Bandung Barat untuk meningkatkan kualitas Penatausahaan Aset Tetap yaitu dengan memperbaiki sistem sesuai dengan aturan, melakukan penertiban, melakukan rekonsiliasi, melakukan sensus independen, melakukan TPTGR, pengadilan. ENGLISH: The purpose of this study is to find out and describe the implementation of Fixed Assets Administration at the West Bandung Regency Government and to find out what efforts are made by the West Bandung Regency Government to improve its Fixed Assets Administration so that this research will later provide results about whether Fixed Assets Administration is The West Bandung Regency Government is in accordance with the Minister of Home Affairs Regulation No. 19 of 2016 concerning Technical Guidelines for the Management of Regional Property which includes bookkeeping, inventory and reporting. So that it can be useful for goods managers (BPKD West Bandung Regency) to pay more attention to the Management of Regional Property, especially Fixed Assets in order to improve the quality of good governance or good governance. In this study using qualitative research methods with a descriptive approach. In collecting the data using observation techniques, interviews, documents, audio and visual materials. As well as using technical data analysis with the Cresswell model. The results of this study indicate that the Fixed Assets Administration carried out by the Regional Financial Management Agency of the West Bandung Regency government in its management uses an online website-based application system, namely the Antisisbada application. And overall the administration of regional property, especially Fixed Assets carried out by the BPKD of the West Bandung Regency Government in charge of managing goods, is mostly in accordance with the regulations that have been set from Bookkeeping, Inventory, and Reporting based on the Minister of Home Affairs No. belonging to the region. However, the implementation has not been fully maximized because there are obstacles or obstacles. As for the efforts made by the West Bandung Regency Government to improve the quality of Fixed Assets Administration, namely by improving the system according to the rules, carrying out control, conducting reconciliation, conducting an independent census, conducting TPTGR, courts.
