Abstract
Berawal dari dikeluarkannya Perwal Kota Bandung no 1551 tahun 2016 tentang pemerikasaan pangan di pasar modern dan tradsional, yang berdampak pada keutuhan pangan yang masuk dan diperjual belikan di kota Bandung, maka Dinas Ketahanan Pangan dan Pertanian Kota Bandung membuat suatu inovasi mini lab food security sebagai bentuk pelaksanaan dari peraturan walikota dan sekaligus penanggung jawab program mini lab food security. Tujuan dari pemulisaan ini untuk mengkaji mengenai inovasi yang dilakukan. Tujuan dari penelitian yang dilakukan oleh peneliti adalah untuk mengetahui penerapan inovasi mini lab food security Dinas Ketahanan Pangan dan Pertanian Kota Bandung. Dalam menganalisis ionvasi tersebut men ggunakan teori dari Rogers berdasarkan kriteria inovasi yaitu relative advantage atau keuntungan relatif, compability atau kesesuaian, complexity atau kerumitan, trialibilty atau kemungkinan dicoba dan observability atau kemudahan diamati. Penelitian dilakakukan di Dinas Ketahanan Pangan dan Pertanian Kota Bandung.dengan menggunakan metode pemelitian kualitatif pendekatan deskriptif. Analisi data yang dilakukan peneliti dengan reduksi data, penyajian data dan verifikasi penarikan kesimpulan. Hasil penelitian yang dilakukan peneliti menunjukan bahwa secara umum inovasi mini lab food security ini dapat dikatakan baik namun masih ada beberapa kendala yang menjadikan penghambat dalam pelaksanaan program tersebut seperti belum adanya petugas pada pada pasar tradisonal yang bertugas melakukan pengawan dan pemerikasaan pangan segar, belum memadainya mobilitas laboratorium kelililng pemeriksaan pangan segar, dan terbatasnya petugas. Starting from the issuance of the Bandung City Perwal No. 1551 of 2016 concerning food inspection in markets modern and traditional, which has an impact on the integrity of the food that enters and is traded in the city of Bandung, the Bandung City Food and Agriculture Security Service made an innovation mini food security lab as a form of implementation from the mayor's regulation and at the same time the person in charge of the mini lab food security program. The purpose of this writing is to examine the innovations carried out. The purpose of the research conducted by the researcher was to determine the application of the innovation of the mini lab food security in the Department of Food Security and Agriculture of the City of Bandung. In analyzing the inovation, Rogers' theory is used based on the innovation criteria, namely relative advantage or relative advantage, compatibility or suitability, complexity or complexity, trialibilty or the possibility of trying and observability or ease of observation. The research was carried out at the Department of Food Security and Agriculture, Bandung City. The research method used a qualitative descriptive approach. Data analysis carried out by researchers with data reduction, data presentation and verification of conclusion drawing. The results of research conducted by researchers show that in general the innovation of this mini food security lab can be said to be good, but there are still several obstacles that hinder the implementation of the program, such as the absence of officers at traditional markets who are tasked with monitoring and inspecting fresh food, inadequate mobility. surrounding laboratory for fresh food inspection, and limited staff.
