Abstract
INDONESIA: Penempatan pegawai pada hakikatnya bertujuan untuk agar posisi pegawai sesuai dengan minat serta kemampuan yang dimilikinya atau bisa dikatakan dengan tepat pada jabatannya, sehingga prestasi kerjanya terus meningkat. Mengingat, bahwa pegawai merupakan unsur vital bagi semua organisasi, maka pengelolaan sumber daya manusia harus professional dan seimbang,antara kebutuhan dengan kemampuan yang diharapkan, merupakan tantangan utama bagi setiap organisasi. Metode penelitian yang digunakan peneliti yaitu deskriptif kualitatif. Penulis menggunakan wawancara terstruktur dalam penelitian ini, yang artinya penulis memiliki satu daftar pernyataan yang sudah ditentukan atau disusun sebelumnya yang akan disampaikan kepada responden di Kantor Kecamatan Cilengkrang. Hasil penelitian dan pembahasan yang telah dilakukan peneliti, maka dapat disimpulkan dan ditemukan bahwa penempatan pegawai di Kantor Kecamatan Cilengkrang Kabupaten Bandung ke arah temuan negative atau belum optimal. 1. Penempatan pegawai belum sesuai dengan latar belakang pegawai, masih terdapat pegawai yang berpendidikan rendah kareana masih ada yang berpendidikan SMP dan SMA dan beground Pendidikan yang tidak sesusi pekerjaan, 2. Pengetahuan Kerja sangat mempengaruhi terhadap penempatan pegawai yang harusnya di kecamatan Cilengkrang hal ini buktikan dengan diberlakuan tes terlebih dahulu untuk mengetahui kemempuan pegawai sebelum penempatan pegawai jadi untuk pegawai dikecamatan cilengkrang sendiri ada yang memeiliki pengetauan lebih dan ada juga yang masih berpengetahuan rendah. 3. Keterampilan kerja yang mana di sini penagwai dituntut secara mental, fisik dan social untuk berkerja secara maksimal dalam memberikan pelayanan kepada masyarakat walaupun ada pengaruh layanan terhadap penempatan pegawai namun belum di berkalukan di kecamatan cilengkrang. 4. Pengalaman kerja berperan penting terhadap penempatan pengawai dan sudah di berlakukan di kecamatan cilengkarang untuk yang berpendidikan rendah sendiri ditempatakn pada structural pegawai karena pengalamnya, mereka merupakan orang orang lama. ENGLISH: The placement of employees is essentially aimed at making the position of the employee in accordance with the interests and abilities he has or can be said correctly in his position, so that his work performance continues to increase. Given that employees are a vital element for all organizations, the management of human resources must be professional and balanced, between needs and expected capabilities, is a major challenge for every organization. The research method used by the researcher is descriptive qualitative. The author uses structured interviews in this study, which means that the author has a list of pre-determined or compiled statements that will be submitted to respondents at the Cilengkrang District Office. The results of research and discussions that have been carried out by researchers, it can be concluded and found that the placement of employees at the Cilengkrang District Office, Bandung Regency towards negative or not optimal findings. 1. The placement of employees is not in accordance with the employee's background, there are still employees with low education because there are still junior high and high school education and background education that is not suitable for work, 2. Work knowledge greatly affects the placement of employees who should be in the Cilengkrang sub-district, this is proven with the implementation of a test first to determine the ability of employees before placement of employees, so for employees in the Cilengkrang sub-district themselves there are those who have more knowledge and some are still less knowledgeable. 3. Work skills in which employees are required mentally, physically and socially to work optimally in providing services to the community even though there is an influence of service on employee placement but has not yet been brought to the fore in Cilengkrang sub-district. 4. Work experience plays an important role in the placement of employees and has been implemented in the Cilengkarang sub-district for those with low education themselves being placed in structural employees because of their experience, they are old people.
