Abstract

Humans, who do not know and understand the main subject on this earth, as social human beings will relate to each other in order to fulfill several needs in life. The concept of humans as social beings is an ideological concept, in which a social structure or society is valued as a "living organism". On the one hand, humans as living ideological concepts are interconnected with each other, on the one hand, especially in the philosophy of "Thomas Hobbes" The state of nature of humans will become wolves for other humans[1], it is in the background when a community construct (human) not protected by the laws of a country. This means that in order to ensure human existence, there must be a state and its laws that are regulating and coercive which then aims to create a life that is peaceful and has unity. Today the constellation of the state as the guarantor of human existence has undergone changes in such a way as to erode several aspects and then become the background for the occurrence of social crises and also religious discrimination. Ideally, the ruler of a country, in this case, who has authority over the state, must intend that authority for the sake of a peaceful and orderly life.
