Abstract

Banyak faktor lain yang mempengaruhi hubungan kerja sama Indonesia dengan Belanda yaitu tidak terlepasnya peran dari aktor non-pemerintahan yang menjadi second track diplomacy. Tujuan dari penelitian ini untuk mengetahui peran dari people to people diplomacy (Diplomasi orang ke orang) yang dilakukan oleh Nuffic Neso Indonesia, PPI di Wageningen Belanda dan Alumni StuNed yang menjadi aktor non-pemerintahan bagi Hubungan Bilateral Indonesia dengan Belanda serta dampak dari peran tersebut bagi program beasiswa Studeren In Netherland (StuNed). Penelitian ini menggunakan pendekatan kualitatif dan metode deskriptif. Teori yang digunakan dalam penelitian ini adalah teori Diplomasi Publik, Teori Kerja Sama Internasional dan Teori Bantuan Luar Negeri. Melalui kerja sama dalam bidang pendidikan khususnya pada program bantuan beasiswa Studeren In Netherland yang dalam program tersebut bertujuan untuk memperkuat kapasitas sumber daya manusia pada institusi-institusi di Indonesia menunjukkan keseriusan Belanda untuk menjalin hubungan yang baik dengan Indonesia. Dampak bagi program beasiswa Studeren In Netherland yaitu berubahnya skema dan aturan yang sebelumnya bersifat Fully Funded Scholarship, menjadi Co-Funding karena sudah berkerja sama dengan Lembaga Pengelola Dana Pendidikan (LPDP), Direktorat Jenderal Pendidikan Tinggi-Kementrian Pendidikan dan Kebudayaan Republik Indonesia (DIKTI) sehingga berubah menjadi OKP-LPDP: Program beasiswa bersama Stuned. Perubahan dalam skema tersebut terjadi karena berubahnya pandangan Belanda terhadap Indonesia yang dinilai bukan lagi Negara yang perlu untuk dibantu secara penuh dalam segi biaya Pendidikan. Penilaian tersebut berdasarkan tingginya kualitas dan kapasaitas dari Alumni Stuned ketika sudah selesai melaksanakan Pendidikan di Belanda dan kembali lagi ke Indonesia untuk bekerja dan mempunyai posisi serta peranan krusial dalam suatu intansi baik pemerintahan atau non pemerintahan. Belanda menilai Indonesia bukan lagi negara yang harus dibantu secara penuh dalam program beasiswa sehingga berubah skema Co-Funding. Many other factors affect Indonesia's cooperative relationship with the Netherlands are the inseparable role of non-governmental actors who are the second track of diplomacy. The purpose of this study is to determine the role of people to people diplomacy carried out by Nuffic Neso Indonesia, PPI in Wageningen the Netherlands and StuNed Alumni who are non-governmental actors for Indonesia's Bilateral Relations with the Netherlands and the impact of this role for the Studeren In Netherland (StuNed) scholarship program. This research uses a qualitative approach and a descriptive method. The theories used in this study are the theory of Public Diplomacy, the Theory of International Cooperation and the Theory of Foreign Aid. Through cooperation in the field of education, especially in the Studeren In Netherland scholarship assistance program, which in the program aims to strengthen the capacity of human resources in institutions in Indonesia, it shows the seriousness of the Netherlands to establish good relations with Indonesia. The impact of the Studeren In Netherland scholarship program is the change of schemes and rules that were previously Fully Funded Scholarships, to Co-Funding because they have collaborated with the Education Fund Management Institution (LPDP), the Directorate General of Higher Education-Ministry of Education and Culture of the Republic of Indonesia (DIKTI) so that it changed to OKP-LPDP: Scholarship program with Stuned. The change in the scheme occurred due to a change in the Dutch view of Indonesia, which was considered no longer a country that needed to be fully assisted in terms of education costs. The assessment is based on the high quality and capacity of Stuned Alumni when they have finished carrying out education in the Netherlands and return to Indonesia to work and have a crucial position and role in an institution, both governmental and non-governmental. The Netherlands considers that Indonesia is no longer a country that must be fully assisted in the scholarship program so that it changes the Co-Funding scheme.
