Abstract

INDONESIA : Kota Bandung merupakan merupakan ibukota Provinsi Jawa Barat yang memiliki potensi yang besar dalam penerimaan anggaran daerah. Retribusi daerah adalah salah satu sumber penerimaan Pendapatan Asli Daerah (PAD) yang memiliki nominal cukup besar untuk menjadi sumber pembiayaan bagi penyelenggaraan dan pembangunan Kota Bandung. Namun faktanya beberapa sumber PAD masih belum maksimal terpenuhi dan tidak mencapai target. Salah satu retribusi daerah yang memiliki potensi adalah retribusi tempat rekreasi dan olahraga yang dapat dimanfaatkan untuk memberikan layanan terbaik dan menghasilkan penerimaan yang berguna bagi pembiayaan pelaksanaan pemerintah di Kota Bandung. Retribusi tempat rekreasi dan olahraga Kota Bandung dikelola oleh DPKP3 (Dinas Perumahan Kawasan Pemukiman, Pertanahan dan Pertamanan). Penelitian ini dilakukan dengan tujuan untuk mengetahui bagaimana Efektivitas penerimaan retribusi tempat rekreasi dan olahraga Kota Bandung, menggunakan teori efektivitas retribusi daerah dengan tiga indikator yang digagas oleh Duncan yaitu, dimensi pencapaian tujuan, dimensi integrasi, dan dimensi adapatasi. Penelitian ini dilakukan menggunakan pendekatan kualitatif. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan data primer dan sekunder yang didapat melalui teknik pengumpulan data, yaitu observasi, wawancara dan studi literatur. Hasil penelitian menjelaskan bahwa efektivitas penerimaan retribusi tempat rekreasi dan olahraga penerimaan pada dimensi Pencapaian Tujuan selama kurun waktu 4 tahun yaitu tahun 2017-2020 cenderung mengalami fluktuasi yang tidak stabil Pada dimensi Integrasi terdapat beberapa ASN yang sudah ditugaskan menjadi juru pungut retribusi terhitung 7 pintu masuk, total ASN berjumlah 12 orang termasuk pada bagian administrasi, bagian pengawasan, dan lain-lain. Pada dimensi Adaptasi dilihat dari SDM, peralatan penunjang keberhasilan dan juga tentunya pengendalian yang terus diperketat yang tidak lain bertujuan agar penyerapan dana retribusi bisa serap secara maksilmal sesuai dengan tujuan yang telah ditentukan sebelumnya. Berdasarkan hasil penelitian, dapat disimpulkan bahwa efektivitas penerimaan retribusi tempat rekreasi dan olahraga Kota Bandung yang dilakukan oleh DPKP3 (Dinas Perumahan Kawasan Pemukiman, Pertanahan, dan Pertamanan) tidak mencapai indikator teori efektivitas yang digunakan oleh peneliti. ENGLISH : Bandung City is the capital of West Java Province which has great potential in regional budget revenues. Regional retribution is one source of revenue for Regional Original Income (PAD) which has a nominal large enough to be a source of financing for the implementation and development of the City of Bandung. However, in fact some sources of PAD are still not maximally fulfilled and do not reach the target. One of the regional retributions that have potential is the retribution for recreation and sports that can be used to provide the best service and generate revenue that is useful for financing the implementation of the government in the city of Bandung. Retribution for recreation and sports in the city of Bandung is managed by DPKP3 (Department of Housing for Settlement, Land and Parks Areas). This research was conducted with the aim of knowing how the effectiveness of the acceptance of retribution for recreation and sports in the city of Bandung, using the theory of the effectiveness of regional retribution with three indicators initiated by Duncan, namely, the dimensions of goal achievement, the dimensions of integration, and the dimensions of adaptation. This research was conducted using a qualitative approach. The method used in this research is descriptive qualitative with primary and secondary data obtained through data collection techniques, namely observation, interviews and literature study. The results of the study explain that the effectiveness of receiving retribution for recreational areas and sports acceptance on the Achieving Goals dimension for a period of 4 years, namely 2017-2020 tends to experience unstable fluctuations. The total number of ASN is 12 people, including the administration, supervision, and others. In the Adaptation dimension, it is seen from the human resources, equipment to support success and also of course the control that continues to be tightened which is nothing but the aim of the absorption of retribution funds to be maximally absorbed in accordance with the predetermined objectives. Based on the results of the study, it can be concluded that the effectiveness of receiving levies for recreation and sports in the City of Bandung carried out by DPKP3 (Department of Housing for Settlement, Land, and Parks Areas) did not reach the indicators of the theory of effectiveness used by researchers.
