Abstract
INDONESIA: Pemerintah Indonesia menaruh perhatian besar terhadap isu perubahan ikim global. Hal ini terlihat dari kebijakan, peraturan dan program yang telah dikeluarkan hingga saat ini dalam rangka mitigasi dan adaptasi gas rumah kaca (GRK).Adapun kebijakan yang berkaitan langsung dengan perubahan iklim anara lain adalah Perpres No. 61/2011 tentang Rencana Aksi Nasional Penurunan Emisi Gas Rumah Kaca (GRK) dan Perpres No. 71/2011 tentang penyelenggaraan inventarisasi GRK nasional. Gubernur Jawa Barat menghasilkan peraturan terkait hal tersebut dengan adanya Pergub Jawa Barat No. 56/2012 tentang rencana aksi daerah penurunan emisi gas rumah kaca (RAD-GRK). Agar dapat menurunkan emisi karbon sektor energi di Jawa Barat maka perlu dilakukan perencanaan energi yang meminimalkan emisi karbon. Perencanaan energi pada penelitian ini dilakukan melalui pendekatan Computable General Equilibrium (CGE) yaitu sebuah konsep dengan melihat keseimbangan antara pasokan dan permintaan energi. Penelitian ini dilakukan menggunakan perangkat lunak Long-Range Alternatives Energy Planning (LEAP). Dalam penelitian tugas akhir ini, durasi perencanaan dari tahun 2017 sampai 2020. Dengan menganggap bahwa perencanaan yang ada saat ini sebagai skenario Base as Usual (BAU), maka dapat dibuat skenario Jabar Hejo (Green Province) dengan penggunaan peralatan hemat energi, PLTS tipe pv rooftop on grid, biofuel, kendaraan listrik dan kendaraan bahan bakar gas. Pada skenario Jabar Hejo dapat menurunkan emisi sebesar 6.35241 Juta Ton CO2e dari Skenario BAU di tahun 2020. ENGLISH: The Government of Indonesia put great attention to the issue of global climate change. This is apparent from the policies, regulations, and programs that have been issued to date in order mitigation and adaptation of greenhouse gases (GRK). As for the policies which directly relate to climate change another Inara is Regulation No. 61/2011 concerning the national plan of action a decrease in emissions of greenhouse gases (GRK) and Regulation No. 71/2011 concerning the Organization of a national inventory of GRK. The Governor of West Java generates the rules related thereto with the West Java Pergub No. 56/2012 concerning the regional action plan decrease in greenhouse gas emissions (RAD-GRK). In order to decrease the carbon emissions the energy sector in West Java, it needs to be done for energy planning that minimizes carbon emissions. Planning of energy on this research was conducted through the Computable General Equilibrium approach (CGE) that a concept by looking at the balance between the supply of and demand for energy. This research is conducted using software Long-Range Energy Alternatives Planning (LEAP). In the research task, the duration of the planning of the year 2017 to 2020. Assuming that the current planning as Usual u.s. Base scenarios (BAU), then it can be created scenario Jabar Hejo (Green Province) with the use of energy-efficient equipment, PLTS type PV rooftop on the grid, biofuels, electric vehicles and vehicle fuel gas. In the scenario of Jabar Hejo can lower emissions amounted to 6.35241 million tonnes of CO2e Scenario smells in the year 2020.
