Abstract

This research departs from the thoughts of an Islamic philosopher named Ibn Taymiyyah who then found a problem that exists in Padamukti Village, where this problem involves the Village Government and the Village Community, the birth of a Village product called Village regulation cannot be separated from community participation activities in expressing their aspirations to be processed in the deliberation forum of stakeholders. The purpose of this research is to find out: (1) Preparation of Village Regulations in Padamukti Village, (2) Obstacles to the Preparation of Village Regulations in Padamukti Village, and (3) Analysis of Ibn Taymiyyah's Theory of Justice related to Padamukti Village Community Participation in the perspective of Law Article 69 paragraph (9) of Law No. 6 of 2014. This research was conducted in Padamukti Village, Solokan Jeruk Subdistrict, Bandung Regency. This research also involved the Padamukti Village Government, the Padamukti Village BPD, and Padamukti Village Community Participants. This research is a study that uses a juridical-empirical approach, with a qualitative descriptive method, namely describing and analyzing the problems raised to understand the phenomena that are happening naturally. What people say is the main source of qualitative data, whether what they say is obtained orally through an interview or in written form through document analysis, or survey responses. From the research results, it was found that: (1) The preparation of Village Regulations in Padamukti Village consists of several steps, including. First, Survey on Village Regulations, Second, Conduct Academic Analysis of Village Legal Products, Third, Determine Issues to be Regulated by Village Regulations, Fourth, Compile and Discuss Drafts, and Fifth, Conduct Public Tests. (2) Constraints in the preparation of Village Regulations in Padamukti Village consist of First, Lack of Human Resources in Padamukti Village, Second, Limited Village Funds, Third, Facilities and Infrastructure are not fulfilled, and Fourth, there is no time to participate. (3) The people of Padamukti Village are less enthusiastic in organizing the preparation of Village regulations, which are good Village regulations that are fair and agreed by both sides.
